Design Doc: Maglev - a new mid-tier optimising compiler

Hi all,

As you all know, the favourite activity of compiler writers is writing compilers. With that in mind, we're trying out a new one for V8. Maglev is a mid-tier compiler nestling in between Sparkplug and Turbofan, which tries to compile as fast as possible (rule of thumb, not too much slower than Sparkplug) while allowing for some amount of optimisation.

Please take a look at the initial, incomplete design -- we've done some initial work in a branch and are now looking to continue development upstream.
