[design doc] WebAssembly: Supporting deopts on call_ref call target misprediction

Hi,

It has been on our list for some time and we finally have the time to look into adding deopt support to WeAssembly.
This design doc describes the high level design of adding deopt support for wasm on call_ref instructions:

The deopt will be triggered in case of mispredictions of call targets (used for inlining).
