I'd like to contribute to this issue: https://issues.chromium.org/issues/497183431. Are external contributions welcome on this issue? or is it being handled internally.

I don't think that issue is worth fixing at all.

That said, if you want to help improve V8, contributions are certainly welcome :-)

The Wasm C-API in particular could use some attention, if you're interested in that, for example:

No idea what it would take to fix any of these, or if they're even all (still) valid.
