Also impacted, but was able to create a PR. Right after that, constantly 429. But I assume this is will be fixed pretty soon.

It may caused by the VPN that you were using are dirty in their IP address. Consider using a clearer IP address for HTTP requests. (Is it correct to ask here, on v8-dev mailing list?)
