When on the slowest speed, the push buttons have to be held down for up
tp 32/60 of a second for the signal to be read. For example, if it is
in Serve Right, and RPAD is pressed, it will take half a second for the
ball to start moving. Is this a problem or can we ignore this.

This is not a problem. In fact, this is the correct behavior
since one LED will turn on every T seconds, where T is the
clock period which can take the value 4/60, 8/60, 16/60 or 32/60 sec.
