should C(e) be L(e)? because it says logical clock?
are e and e' in same process or different?

for induction, should base case be e is the first event happens in a process?

The assignment says:
In Lamport's logical clocks (where such a clock for an event v is
denoted by C(v))...

That is for you to think about.

Given that you have to prove and the assignment is already asking you
to do it by induction, a (some) base case would be part of the proof
that you are expected to submit as part of your answer to Q1.
