Do individuals must complete task3a or is it possible to complete task
3b and receive the bonus 20%?

There will not be bonus marks if individuals complete 3b. I allowed it
last year but marks were pretty high as a result. And it is too late to
change now as people decided what to tackle based on the assignment spec
from this year.

If a team decided to do 3a due to time constraints, could we still
receive the 20 marks from 3a? So our grade would be capped at 80/100?
