I was just perusing their website that lists the buildings available
and the prices:

http://www.utahstatefairpark.org/pn/index.php?module=Pagesetter&func=viewpub&tid=1&pid=27

Website states that building prices range from "$450.00 to $1,250.00"
per day according to the website, but I wasn't able to figure out what
building we would need (and how much it would cost).

Perhaps these state fairground buildings have already been considered
by Ryan, but I thought I would suggest it since we had a few high
school dances out there (and we all know how much money state-funded
schools have to spend...).

worth a try, maybe?

Yeah I have checked with them. We would be like 850 a day for the
building, another 1000-2000 for tables/chairs/required security/setup/
takedown and then we would have to pay for parking in bulk. Way out of
budget.

Dang. Seems like we are between a rock and a hard place when it comes
to funding and location. I know you have probably checked every
possible avenue already, but are there any sources of funding that
haven't been explored yet?
