The Nephi Municipal Airport has experienced rapid growth over the last several years.  It is anticipated that this growth pressure will continue in the coming years.  With long term plans in the works for the Provo and Spanish Fork airports, much of the growth will come from pilots and airport users who would like to relocate their operations to Nephi.  Nephi already has robust activity from glider groups, a skydiving business, aerobatic practices, student activity from UVU, and regular general aviation pilots. The city’s software tracking activity at the airport showed over 45,000 operations in 2023.  


With this increased activity also come requests for increased services.  These include snow plowing, maintenance on existing infrastructure, upgrades for infrastructure, and additional services like a fuel truck, a mechanic’s shop, updated courtesy car, etc.  The airport would also be better served with a dedicated airport manager who could monitor things on the ground more often, manage projects, develop minimum standards, and ensure smooth operations at the airport.  


In order to fund these increased services and a potential dedicated airport manager, it is necessary to adopt fees for services at the airport.  Many airports charge these fees and the revenue would then be reinvested back into the airport.  The following fees are proposed:

Tie-Down- A fee applied to all aircraft that tie down on the ramp in the assigned locations.  There are currently 25 spots available.  This fee could also help in providing new tie down chains from time to time.


Parking Fee - This fee would apply to all trailers, cars, & construction equipment that positioned outside of any land lease with the city.  Maximum square feet would be 200.


Glider Facility Fee - This fee would cover the use of airport, wifi, water usage, pilot lounge use and could potentially offset things like taxi light repair.  


Event Fee - Fee to cover all city staff costs associated with facilitating an event at the airport (e.g. extra mowings, FOD cleanup, garbage service, administration, etc.).


Conference Room Rental - Cost to rent room for ½ day or full day in the pilot’s lounge.  


Commercial Operator Fee - Fee for frequent use of airport facilities.  A “commercial operator” is a person or business that operates services for profit at the airport including, but not limited to:

  • Aircraft sales;

  • Sales of parts and accessories;

  • Charter operations which may include:

    • Passenger or “air taxi”

    • Freight or delivery

    • Photography

    • Aerial Survey

    • Agricultural Spraying

  • Aircraft Rental

  • Flight Instruction or ground school

  • Maintenance services including:

    • Airframe overhaul and repair

    • Engine overhaul and repair

    • Radio and electrical shop

    • Instrument shop

    • Aircraft interior work

    • Refinishing and painting

  • Line Services including supplying fuel, oil and other fluids, deicing fluids, and interior cleaning


Fuel Flowage Fee - Fee for any commercial operator that chooses to purchase and use their own fuel.  This fuel is not allowed to be resold.  


Staff and the Airport Advisory Committee would like to get feedback from the airport user group and any other interested party on these proposed fees.  If the Advisory Committee is comfortable with recommending these fees, they would then go to the Nephi City Council for approval.  


Recommendation:  Receive feedback on the proposed fee schedule and potentially recommend the fee schedule to the Nephi City Council.

Hi All,

Here's another counterpoint to the fee structure for you: 

Nephi gets federal funding and is on the National Plan of Integrated Airport Systems (NPIAS) list. They are eligible for $5,130,751 of airport improvement funding through 2027.
