ISAF has appointed a working party to revise Appendix D (Team Racing). The working party is soliciting views from competitors, umpires, and coaches concerning possible rules changes.  Please find attached a paper discussing how the rules should treat situations where a boat or her team gains an advantage by fouling, despite taking a penalty.

Directions on how to respond are at the bottom of the paper. Please respond by the end of June at the latest.

Attached is the agreed paper on advantage.  Please will each of you circulate it to expert/senior team racing competitors and officials in your own countries and ask for a response by the end of June latest.

I will send it to GBR and IRL people and to the relevant ISAF people.
