Development Process Proposal

I've started organizing our devjavu wiki: http://userscripts.devjavu.com/

In it I proposed that for new feature work (or refactoring) that we do
the following:

1) have a public conversation (probably through this list)
2) organize a proposal which will be stored on the wiki
3) coding can occur on a branch
4) code will only be merged with trunk after code review and adequate
test coverage
5) code is merged into trunk, we tag, and do a deploy of that tag

Any thoughts?
