Agenda Item: WAILUKU WATER COMPANY ACQUISITION (BF-21)The Committee is in receipt of County Communication 17-313, from the Budget Director, transmitting the following: 1. A proposed bill entitled “A BILL FOR AN ORDINANCE AMENDING THE FISCAL YEAR 2018 BUDGET FOR THE COUNTY OF MAUI AS IT PERTAINS TO ESTIMATED REVENUES; DEPARTMENT OF WATER SUPPLY, WAILUKU-KAHULUI COMMUNITY PLAN AREA, WATER SUPPLY, WAILUKU WATER COMPANY ACQUISITION; TOTAL CAPITAL IMPROVEMENT PROJECT APPROPRIATIONS; AND TOTAL APPROPRIATIONS (OPERATING AND CAPITAL IMPROVEMENT PROJECTS).” The purpose of the proposed bill is to amend the Fiscal Year 2018 Budget by 1) increasing Carryover/Savings from the Water Fund by $150,000; and 2) adding an appropriation of $150,000 under the Department of Water Supply, Wailuku-Kahului Community Plan Area, Water Supply, Water Fund - Unrestricted, for the Wailuku Water Company Acquisition. The funds will be used for an appraisal of property and infrastructure owned by Wailuku Water Company, LLC. 2. A proposed bill entitled “A BILL FOR AN ORDINANCE AMENDING THE FISCAL YEAR 2018 BUDGET FOR THE COUNTY OF MAUI AS IT PERTAINS TO APPENDIX C - CAPITAL IMPROVEMENT PROJECTS, DEPARTMENT OF WATER SUPPLY, WAILUKU-KAHULUI COMMUNITY PLAN AREA, WAILUKU WATER COMPANY ACQUISITION.” The purpose of the proposed bill is to amend the Fiscal Year 2018 Budget, Appendix C, Capital Improvement Projects, by adding 1) an appropriation of $150,000 under the Department of Water Supply, Wailuku-Kahului Community Plan Area, for the Wailuku Water Company Acquisition; and 2) a description of the project. 3. A Certification of Additional Revenues for Fiscal Year 2018, dated July 21, 2017, for $150,000 in Carryover/Savings from the Water Fund. The Committee may consider whether to recommend passage of the proposed bills on first reading, with or without revisions. The Committee may also consider the filing of County Communication 17-313 and other related action. Status: With reference to this agenda item, one or more executive meetings are anticipated pursuant to Section 92-5(a)(3), Hawaii Revised Statutes, to deliberate concerning the authority of persons designated by the County, the Council, or the Committee to conduct labor negotiations or to negotiate the acquisition of public property, or during the conduct of such negotiations; and Section 92-5(a)(4), Hawaii Revised Statutes, to consult with legal counsel on questions and issues pertaining to the powers, duties, privileges.

Agenda Item: MORATORIUM ON EXPORTING SAND, THE MAUI INLAND SAND RESOURCE QUANTIFICATION STUDY AND SAND MINING REGULATION (IEM-33)The Committee is in receipt of the following: 1. County Communication 17-214, from the Mayor, relating to a moratorium on exporting sand and referencing the Maui Inland Resource Quantification Study originally transmitted in February 2006, identifying a potential life-span of five to seven years for mining of inland sand and exporting of sand to Oahu. 2. County Communication 17-215, from Councilmember Atay, relating to sand and aggregate mining and export in Maui County. 3. Correspondence dated September 5, 2017 to the Department of the Corporation Counsel transmitting a revised proposed bill entitled “A BILL FOR AN ORDINANCE ESTABLISHING A NEW CHAPTER 20.40, MAUI COUNTY CODE, DECLARING A MORATORIUM ON SAND MINING.” The purpose of the revised proposed bill is to prohibit sand mining activities for a period of up to two years to allow for an analysis on the availability of inland sand and the adoption of an ordinance regulating mining, excavation, extraction, or stockpiling of inland sand. Description: The Committee may receive a presentation from Walle Landenberger, Department of Management, relating to GIS maps of the Central Maui Inland Sand area, and may consider whether to recommend passage of the revised proposed bill on first reading, with or without revisions. The Committee may also consider the filing of County Communications 17-214 and 17-215, and other related action.

This is the PUBLIC PARKING LOT for Keawekapu Beach! They want to pave and TAKE AWAY public parking and make RESORT parking. This is not ok. This is State land which they lease for pennies and use for hotel and restaurant guests! NO PARKING=NO BEACH ACCESS FOR RESIDENTS

TRANSPORTATION DISCUSSION: Meet State & County transportation officials and discuss West Maui transportation issues and solutions.In addition to the obvious concerns of West Maui regarding traffic and lack of infrastructure for impending projects we received this Action Alert on roadside spraying:
ACTION ALERT (via Gretchen Losano) : On Friday Autumn Rae Ness and I had a meeting with the Dept of Transportation regarding their potential use of roundup on our highways again, after 3 years of toxic free highway maintenance. Unfortunately, the people in charge of that decision are not convinced of the toxicity of glyphosate-based products ("if it's so toxic, why is is still on the market?") 😳 While there were several other options discussed they couldn't commit to even exploring any of them...needless to say we left the meeting feeing very frustrated and disappointed. Right now they have 20 cases of Roundup (which they think is "a very small amount") in house, and more on the way.
We requested a follow-up meeting in a couple of weeks to discuss the other potential options again in more detail, and we are hoping they will grant us that not-yet-scheduled meeting. Between now and then, Maui, we need your help. PLEASE CALL the Dept of Transportation and NICELY AND POLITELY let them know how you feel about their potential use of Roundup again...because right now they don't know how many of the people who pay their salaries are against this.
