to Google SketchUp Help - Layout (Pro beta)
How do you insert 2D vector graphics created by other programs into
Layout? Is this possible? They must be editable by Layout tools after
insert.

It seems that you cannot insert other vector graphics into LO than a
SU model (which is in facet vector). You need to edit the SU content
in SU though - LO tools for editing are limited).
