I had a similar situation, with one person in particular always filling the sub requests immediately, and other people feeling frustrated about it. (I was often grateful to her, though!) I just explained the situation to her while still expressing my gratitude that she made my job easier. We agreed that if she had served the Sunday before or was scheduled for the next Sunday, she would wait 24 hours before volunteering. (But if the request came on Saturday, not to wait). She was very gracious about it.
