When using PINE through the new modem pool and server, I observe the
following odd behavior:
The command to set the mark for cutting text must be issued twice
before taking effect. This only occurs through the new modem bank, not
through telnet from another ISP. This seems to have begun when the new
modem pool came into service.

No.
In PINE/PICO the command to set a mark (to mark a block of text) is ^^
where the first '^' means ctrl and the second means the caret which is
the shifted 6 on most keyboards.

Works fine in this situation, too.

The behavior does not vary across the spectrum of such devices and
software I use, and never did. But I use only text-based terminal
emulators such as minicom on Linux or Procom on DOS so I am always
emulating VT100-like devices.

You are correct that the mark for cutting text (ctrl ^) must be issued twice
in pine/pico while connecting from the new modem pool. This behavior is
strange. Further investigation is warrented.
Thanks for reporting this observation...the bypass for this symptom is
rather simple, but the cause may affect other applications with more
severity.
