Is there a way I can connect to another computer, telnet here
and use USF's ppp. For example I have a ISP at home that does not
allow as many newsgroups how can I access them from there.

You don't seem to be using the term PPP in a way I recognize. If you'd
like to read USF newsgroups while you're dialed in to a PPP connection
*not* offered by USF, then you should telnet to your USF account and use a
client such as PINE, rn, trn, nn, slrn, or whatever's available on the
machine you're telnetting into.

You can't authenticate yourself to the USF news server and access it
directly, as far as I know. It only talks to machines in usf.edu.
