1. Catalyst planning

There are likely to be items of OSIS interest at a few events at the
upcoming Burton Group Catalyst meeting, but no formal OSIS presence
appears to be happening. Events of interest are the Concordia meeting on
Monday July 27:

2. the "modulus" identifier discussion

Bob: there seems to be a recommendation emerging from the discussion, or
at least some notion of tradeoffs in different approaches. Where should
this be recorded?

Paul: would like this to happen via ICF, may be better equipped to do so
now.

Scott: seems like it's in scope for OASIS IMI TC, they're starting on 1.1
spec now.
