What's the best way to do the following?
I'm using 5.20.174 Enterprise
1. Everybody in the teacher group has no restrictions
2. All student users have a limit of 35 pages per month... and other
restrictions to reduce duplicate print jobs etc. Setting the group to
a 35 page limit seems to restrict the combined printing of all
students to only 35 pages.

Hello Fernand,
You can do that using Users page:
1. Set Global Users Restrictions as you need for every student
2. Set teachers to unrestricted printing
We will add such feature for groups in the next versions
