usb4java device not enumerating on windows7

I'm trying to communicate to the USB device which is connected using usb4java. The code which i'm using is running fine on ubuntu and able to communicate to the device.

When i tried the same code on windows7 platform the device is not enumerating.The device is connected to the PC properly.
