Hint #2: I also could not believe that the total of all programs / services listed in the MS resource monitor should amount up to the total RAM usage listed. But I sat down finally with a calculator and it is really adding up to this. So, no hidden VM mem eaters or whatever some people claim that there is in the dark shadows of your MS system ;-)
I've tried reproducing the error on a few of my windows computers that are on different networks with different setups but no NSIS error so far. Any specific tips to help in how I can reproduce would help a lot!
Did you manage to resolve this issue because I am experiencing the same problem, the compiler is very slow at least between 5 and 10 minutes to compile a blink sketch. I am running a 32bit machine with Windows Vista and 4gb of ram. I am running McAfee Total protection.
If your computer has 64 bit hardware (basically everything from the last decade) then you can install a 64 bit OS. DavidPostill's answer is extremely complete on that. Note that this means a full reinstallation. You can not change the windows OS from 32 bit to 64 bit. You will have to completely replace it.

Yes, we here know very well there are rogue "runtimebroker" trojans out there. But there is also a valid legitimate one at c:\windows\system32\runtimebroker. However not valid if right at C:\windows folder itself. Please leave the deletion and the guidance to me.
I need you to not manually delete the file. I want to ( if we see the file at C:\window ) to upload a sample up to the Virustotal security website.

it is quite normal for a few occurences of files named runtimebroker.exe to be in Windows OS areas like
c:\windows\servicing\lcu\
and
c:\windows\winsxs\
we do not mess with those. Those are both areas where the operating system stores various system updates.
