Yes, I did search through the "promoters lounge" first, but without a
bartender, the lounge is dark and confusing.

Meeting all license requriements, El Paso racers can compete and win
the NM state championships. True or False
(I couldn't locate the El Paso Adoption declaration.)

Cross state championship race is coming Saturday, and you can't
predict who will decide to do the last race of the season.

All parties agreed that El Paso would be part of NMBRA for 2009. Rather than assume that it's OK to start now I need to confirm with Bonnie Walker (TXBRA) and our office to make sure El Paso riders will be eligible to compete for the NM Cross championship.

Chris,

Who is the promoter for the Saturday cross race?

Did they permit it as a "State Championship?"

If so, did they get any guidance at that time?

If not, maybe a phone call to their USAC contact who processed the permit approval could help.

Is the State Championship a one-day event or a best in series?

Is it advertised on the flier as a state championship?  If so, what does it say?


In the Racing Rules for road Track and Cyclocross, I  find rule:

6I. Optional State Championships
An Administrator may conduct a State Championship for an
event that has only a National Championship listed above.
The Federation will provide awards for such championships.

An Administrator is:

1A28. An Administrator is a USAC Regional Coordinator or
the person designated by the Local Association.


On the mountain bike side, the NM promoter has been given discretion as to whether out of staters would be eligible to win the NM State MTB Championship (assuming they were USAC annual license holders).

My experience and recollection is that El Paso permitting has been done in cooperation and coordination between USAC NM and USAC TX, with Bonnie Walker deferring to Al Watters on implementation items. 

If the championship is to be geographically limited, it should still include El Paso as a territory since El Paso racers by necessity do most of their regional racing in NM (IMO).  Have you had many if any El Paso cyclocrossers so far this season?

Hi Dave,
That's a lot of questions, sorry to wake you.
I think that in this situation, the question is mostly a NMBRA subject, because the cross series is JNCA, not USAC.

Wasn't there an El Paso adoption for NMBRA?

I don't think we've had any EPs this season, but you never know who'll show up for a championship race; fake gold gets everyone excited.

Ah,

If it is a JNCA sanctioned event, it would, I believe have no relationship with USACycling.

I'm don't see that it would have a relationship with NMBRA, which is the NM Local Association (pending) for USAC.

It looks like the promoter and JNCA get to decide if non-NMs are eligible for a JNCA NM state championship.

Maybe I misapprehend the question?  After all, I was sleeping.  :-)

I guess I didn't understand the NMBRA umbrella. I was thinking that NMBRA covered all racing in the state, not just USAC.
You're right, the promoter can do anything he wants to in this case, as long as he meets the JNCA requirements.
I'll got back to sleep now.
