February 8, 2010
Dear All:
The February 6 governorship elections in Anambra State have come - but have not gone yet.
I had two favored candidates that were declared first and second; the more favored that was declared to have lost; and my party that was declared to have lost.
The devil is in the details - which I provide below. It is a mixed bag.
From all indications, the elections were free to the extent that:
1. those who went to the polls as registered voters and found their names on the voters' register in their polling units were able to vote. [If we assume that 1.845 million is the correct number of registered voters, then 301,232 total votes amounts to only 16.3% of the registered voters.]
2. those who voted had their votes counted, announced and collated properly.
3. an insignificant number of voters were physically prevented from attempting to vote or actually voting.
The elections were not fair to the extent that:
1. a significant number (apparently a maximum as high as 83.7%) could not vote if they tried or wanted to because their names were not on the register.
2. quite a number of the polls were not open from 10 am to 4 pm as required, with some opening as late as 2 pm.
The elections were credible to the extent that:
1. a winner with the highest number of votes with votes above 25% in 2/3rds of the states has been properly declared - and that is incumbent Peter Obi, [Congratulations!]
2. for this writer, neither PDP's Chukwuma Soludo or PDP-surrogate Andy Uba won. [Under normal circumstances, PDP should not be contesting any elections for the next five years, with the way Nigeria is right now.]
The elections were not credible to the extent that:
1. the declared winner got only 34.4% of the recorded votes and 5.3% of the registered voters.
2. the voters' register was thoroughly messed up by INEC.
3. Dr. Maurice Iwu is incredibly still in charge of INEC, with a currently illegal composition (only 3 National Commissioners instead of 12) and without quorum (which should be 5, but there are only four total INEC commissioners.)
And there you have it. We shall see.
