THE IMPERATIVE OF RANCHING BY STATE GOVERNORS IN NIGERIA.

Fatal Herder-farmer conflict has now assumed a motif of narratives of Nigerian community life that it can no longer be conveniently ignored.  It therefore behoves state governors as figures empowered by the Constitution to take urgent and immediate step to find closure to these heart rending narratives by constituents.

I have suggested that waiting for federal government led initiatives may be getting rather late in view of red tape, lack of immediate concern because of the distance from the centre to the communities directly affected,misappropriation of funds and outright nonchalance.  What then is the alternative?

The most practical alternative that comes to mind is the establishment of anti- herder, state cooperatives by state governments ( even across party lines) to establish modern ranches across the belts, whereby states literally put their money where their mouth is and achieve in one swell swoop both food and physical security.  But how can this be done in the era of vanishing resources ( in more senses than one?)

Rather than wait for the end of the fiscal year when many honest state governors return their security votes to the centre unspent, a urgent cause impels the attention of the governors.

Rather than crooked governors diverting unspent security votes into their own accounts, false accounts created to defraud the unsuspecting citizenry;  rather than pretending there are no security concerns within their borders, crooked governors can turn a new leaf by joining hands with their more forthright counterparts in an urgent cause that impels the attention of the governors.

Governors of herder- resistant states can lead the agricultural leap into the future by immediately pledging half their security votes as collateral to financing bodies to secure adequate credit to launch collective ranches at strategic locations declared herder- free zones from where commercial production of beef processing can commence in ernest  even in the current financial year and  subsequent revenues and expansion of participant states utilised to expand the scheme.  If 15 states of the 36 states comprising the most vociferous herder resistant states in the South and Middle Belt pool resources together in this manner with part of their security votes pledged as collateral for credit, we know how much this comes to in real terms.  Other multilateral credit can then be sought as the project develops.

The programme will be accompanied by effective advertising campaigns for communities to shun ' killer cattle meat' in favour of the state controlled life sustaining meat from the state ranches.

Because state ranches will be fortified with state of the art security both electronic and physical and because patronage of herder produced meat will be a thing of the past, herder- farmer conflict will belong to Nigeria's past history, commencing this year!

State governments can then mutually arrange to have heavily guarded sixteen wheeler trucks transport beef from the ranches to designated marketing depots as it is the practice in developed countries for purchase by consumers.  From these large depots distribution networks will go to smaller markets and directly to consumers.  The job creation prospects are immense as well as genuine national integration potentials.

For take off, lets say two large ranches are established in the South West one in Ogbomoso (to take care of the hinterland) and the other in the Egbado region.  In the South East one can be established in Auchi ( for the hinterland) another in Onitsha.   For the  Middle Belt  two can be established in Makurdi and Jos.  From these initiating large ranches satellite ranches can be created as the years go by from the projects profitability ( I am sure government economic advisers can flesh up the wherewithal of the operational details.)  There could be multiple cooperatives.  For instance if the projects earmarked for completion are stalled by lack of agreements for operational details say between South West and South East states that should not affect separate agreements between companies used to doing business with each other within the same zone e.g Odua Group of Companies from going ahead with their own separate plans immediately.

In sum, the onus is now on the state governments affected by fatalities in  herder-farmer conflicts to accelerate the establishment of modern animal husbandry within their states through the establishment of large cooperative ranches to serve the beef needs of multiple states and discourage herder animal husbandry in the subsidised pricing in part driven by economy of scale and advertising campaign for patronage.

It is inaccurate to state that it is only the Fulani that has nomadism as culture if it can be proved that it is not only the Fulani that practice nomadism.  Since my high school days I have been taught that the Fulani are not the only nomads in Nigeria.  It is true today that they are not the only nomads and you will struggle to convince anyone with that statement.  You only want to hold on to that fiction to bolster your Fulani colonisation hypothesis which does not interest me.

For me nomadism is the cause of the problem irrespective of who practices it.  Remove the cause and you remove the problem.

You cant say because the English colonised Nigeria in the past the solution to the problem of colonisation is not to have any dealings with the English again.  People will ask why did you go to England then?  Then they will add that disproves your hypothesis of Fulani colonisation because the Fulani are not English.

ADDENDUM.    


Herder in the dictionary is qualified with: those who take care of cattle especially ' in the open country' that means as opposed to in enclosures like ranches.

It is not feasible that if the Ondo state government gives a stretch of land to the federal government as enclosure for ranching, those given the land would stray out of the area to other peoples' established farms to nomadically feed their herds and destroy crops because nomadism would have been outlawed in the by laws of such states and teams of police and park rangers will patrol the  perimeters of the ranches to enforce compliance.  How would herder- farmer conflicts arise in that scenario?  How would herders be able to rape anyone outside the enclosures, and under what pretext?  States will also have the power to enact the by laws that any herder found in possession of firearms will be evicted and the firearms confiscated.

It seems the solution you want is the camouflage that Fulani herdsmen should be sent back to the North.  Well, that is unconstitutional and no governor is empowered to do that.  And how does that solve the problem of nomadism in such northern states like Benue and Plateau?  You need legislation that can be uniformly applied across the country. Fulani working in the federal ministries will still be living  in the southern states anyway.

I have said state cooperatives will be the initiatives of participating states.  Why would they be required to employ Fulani nomads if they do not want to?  This would be their own supplementary programme to solving the unemployment problem in the country relative to such states.  They can put in the articles of participating states that only state residents in ratio of population will be employed.  That will not totally exclude the Fulani, but they will not be present in numbers that pose a threat and they can be fired if they show threatening behaviour.  

As I stated, it is a model that has been successfully tried in the UK retail sector.  An Asian working in an Asian franchised store is different from one working in a Tesco mega store who can be easily fired if they dont follow corporate company rules. 

 As I stated in earlier posts, this move will force the FG to start their own ranching programme in ernest, if the states have created alternatives that provide choice.  Choice that precludes beef from nomadically bred cattle sourced from sites of fatal conflicts no matter whose culture promotes such fatal conflicts.

You seem to like to examine political issues and ignore the politics.

You are equating Nigeria with the UK.

A country where a terrorist movement is part of govt is what you are equating with the UK.

A country where Miyetti Allah, headed by the nation's most élite Fulani, justifies massacres of Nigerians as it runs its own private army and yet the Presidency and themselves speak with one voice, where Fulani herdsmen are ubiquitous  as an occupation force, in all their destructiveness  even as the security agencies leave them to get on with it or actively aid them, is the one you are equating with the UK,

I'm speechless.

I dont see a way out of this crisis without a determined reworking of the nation or a breakup. That will involve the migration of Fulani herdsmen to their centres in the Muslim North and clear demarcation between them and the Middle Belt.

These people are drinking blood and will not give up.

We have been on these debates since the horrors in the Middle Belt when Buhari came to power.

We see where are now.

It must be made clear-No Fulani herdsmen or Fulani militia in the South or the Middle Belt or Southern Kaduna.

They are largely heavily armed, bloodthirsty, savage and will be satisfied with nothing less than total control, supported by their  political and civil society allies.

Can you give evidence for any other in Nigeria?

Focus on Fulani cattle nomadism and the what it is being used for by the increasingly violent Fulani herdsmen, their Miyetti Allah Fulani Socio-Cultural Organisation backers and the Fulani President of Nigeria, all working in tandem,.

The scope and savagery of these peoples' actions indicate they dont see others as human like themselves.

That is core to ethnic supremacist perspectives.

What is the historical and cultural core of Fulani supremacy?

The Sokoto Caliphate created by Usman dan Fodio.

This system is dominated by ethno-religious supremacists, while practically all others within that domain fall in line through silence or subtle acquiescence.

What is the scope of Fulani response to this crisis, for example?

You cannot profitably share a nation with people who nurture such a mindset.

You will never have peace. You will never develop.

You will always be struggling with fires of Boko Haram, Fulani herdsmen etc.

They will never be okay with you unless they are in control.

You cannot share a nation with people who, because of religion or ethnicity or both, believe they are either better than you or you are less human than themselves and so have power of life and death over you and should control you. 

Can you live a fruitful life in such a context?

You cant..

Threats of murderous violence, actual fulfilment of such threats, recurrently over the years, murderous riots, organized massacres, terrorist movements, all these will be your lot as you pursue this folly.

That has been the lot of Southern Nigeria.

Everything else is an interregnum.

Bottom line: The carnage and the mayhem must stop and be stopped.

For more than a decade now, concern about Fulani Herdsmen has consistently occupied centre-place in this forum and yet, the ill reports are only multiplying, the problem only growing, expanding , the Fulani and their cows, eating up more territory

The questions are three:

1.Yes, and how many times can a man turn his head
And pretend that he just doesn't see?

2 And how many ears must one man have
Before he can hear people cry?

3 Yes, and how many deaths will it take 'til he knows
That too many people have died?

There’s no smoke without fire and in some instances there has been a smoking gun, admissions, self confession for at least the past eight years and in all this time with Brother Buhari siting in the saddle the reports about the atrocities being committed have only been growing, in volume ,in the frequency of the atrocities and in the intensity of the impunity in many key locations. It’s possible that the plunderers whoever they may be, believe that they are receiving their instruction from the great ogas in Miyetti Allah,who in the chain of command are themselves getting some direct secret whisperings of inspiration in their ears and directions from the Chief Fulani Citizen in the country as the Fulani Herdsmen continue their rampage down South, on their ongoing day-to-day trampling of other people’s lives, their daily invasions of other people’s dear wives, sisters, mothers daughters, lands, farms, sometimes - as has been numerously reported torching and not sparing churches that they pass along on their way to the abattoirs. The effect of this is Islamophobia.

The perpetrators whoever they may be have to be apprehended and subjected to Nigerian Law. All the victims have to be compensated for their loss of life, limb and property.

We have been beating about the bush for far too long -instead of your individual protestations in response to to each and every tragic episodic report, as and when they occur, it’s time to ignore Baba Kadiri’s sophistry, it’s time that we started taking decisive action to save our own lives – Amotekun is a praiseworthy response, at the same time, you Oluwatoyin could start a more serious, concerted effort/ campaign first of all by starting a petition, and collecting signatures; I’m sure you could easily collect a few hundred thousand signatures of concerned fellow Nigerian Citizens and other well-wishers, then send the petition to President Buhari and request that he please take it seriously. Secondly, you could bring this sorry state of affairs to the USA’s new President Joseph Biden, his Secretary of State and some the relevant people at the Africa Section. Buhari (no Mugabe is he) will certainly not tell Biden that he should stop interfering in Nigeria’s domestic affairs and that he should go to hell. There are so many other things you could do, if only you put your mind to it and opposition by Kadiri and his sometimes absurd demands for proof should not be the man that can stop you...

Your fears will never come true in any part of Yorubaland.  The fact we are holding this debate means it will never come true.  This debate is part of the gifts of democracy.  It generates ideas that stops tyranny right in its track.  We are not living in the times of Afonja of Ilorin where might is right.

If what you are saying is that sending the Fulani back ( to where, northern Nigeria or the Fura Jallon highlands?) is the only antidote to Ilorin not repeating itself across Yorubaland, what you are saying in disguise is that you dont believe in project Nigeria and its ' to your tents O Israel' for the various nationalities across Nigeria outside their homeland. 

 This is not Nigeria during Afonja's time where there is no constitution acceptable to all, where the unwritten constitution of the Yoruba federation of constitutional monarchies is not acceptable to the North, where the small prints of the northern Emirate System is hardly acceptable to the Yoruba constitutional monarchs, and where might is right.

  This is today's Nigeria with a shared constitution subject to amendments for the common good.  I was only reading the Punch a day or two ago where President Buhari signed into law the Bill stating that no governor or President can have more than two terms.  He is now in his second term and that puts paid to the fears he might not go at the end of his second term as part of Fulani colonisation project.

Cockney English who hated the Asians for their relative success among the British minorities resorted to similar tactics citing a rabid racist Enoch Powell who said unless Britain curtailed immigration the streets of London will flow with blood; skin heads took up the battle cry shouting ' go home' at immigrants.  It never worked.  Society changed.  Asians form one third of the wealthiest billionaires in the UK today.

One of my mature students is a psychology graduate who now works as a counsellor  in a high school whose proprietor is a black woman ( African Black.)  I never thought this would happen in my lifetime but it did.  Paul Boateng became the first Black British Cabinet minister in 2002 and  Kwasi Kwarteng became the first Black Conservative Cabinet minister last month.  People do change and societies change no matter how imperfect they may be.

We should be positive as we seek solution to our problems.

Did they rampage, did they terrorize, did they have a terrorist group overlord like Miyetti Allah?

Equating UK Asians with Fulani herdsmen is an embarssment in logic.

You, as a scholar, should be able to do better than that.

The current mayor of London is a Muslim, perhaps of Pakistani parents.

Do you see him justifying, excusing or whitewashing Islamist terrorist attacks in England, or making comments like "the war against Al Qeda is war against Islam", Buhari's declaration or describing them as freedom fighters, as then PDP chairman Bamanga Tukur once did for Boko Haram in the time of the President of whose party he was chairman or can you imagine a UK Muslim version of Miyetti Allah or even any Muslim elite in the UK hinting at justification of Islamic terrorism?

I fear you, as it is said in Nigerian pidgin, meaning your mangling of logic is cause for great concern.

You are referencing a country where lawlessness has been institutionalised and equating it with the UK.

Please be careful.

Did you read the part where I said Gumi cited those using guns to hold Nigerians to ransome as MEND of Niger Delta did whom northern bandits are merely copying to redress grievances through the barrel of the gun?

Why do you always prefer to edit out the acts of lawlessness sanctioned by Jonathan in any meaningful debate, which anyone can see, just to portray only one part of the country as a society of criminals?  Yet you berate innocent Fulani for not condemning 'terrorist' acts of their criminal kith and kin.

If I had been active in debates in those days as I am now, I would have joined Obasanjo who appeared to be the lone voice in the southern wilderness to condemn Jonathan's action.

There are Muslim armed terrorists still being rumbled in the UK, even as we write and some of them are Asian Muslims.  But what the authorities are clever not to do is lump all Asians into the terrorist nomenclature as you have consistently done in this forum over the years with the Fulani, and well nigh all northern Nigerian Muslims.

That for me is the context that matters  in both societies. Not holding the innocent guilty for the sins of criminals.

That is the secret of that society's progress in a multicultural society which the old Conservatives never learnt but their successors were taught by the silent revolution of the New Labour party.  A multicultural code of mutual survival forbidding exclusion which Nigerian multicultural society can learn from.

A group led by the country's most elite Fulani holds Nigeria to ransom on behalf of the Fulani race as a whole.

What should be the reaction of those on whose behalf this action is being taken?

Please educate me on the response of Fulani scholars, as you are a scholar, to this crisis.

Educate me on the responses of Fulani politicians.

Educate me on the responses of Fulani on social media.

There is something called group-think or group mentality.

I am yet to read or hear any sense of outrage, of horror, from anyone from the Muslim North or Fulani ethnicity on this absolute barbarism.

What I am reading are euphemistic responses, efforts to allocate non-existent equality of blame, although I must confess I need to muster the moral will to read some of the latest of such responses because I have no faith in them.

If Afenifere were to do half of what Miyetti Allah is doing or OPC to operate at half the level of destructiveness of Fulani herdamen and militia, SW voices of conscience would have long gone overboard in loud and desperate condemnation, same for Ohanaeze and response from Igbos, these latter being among strong critics of IPOB, even when IPOB was totally peaceful and were being murdered by the army.

Phenomena such as Miyetti Allah and Fulani herdsmen terrorism are not even possible from the South.

The social formations, the consensus on reality, the configurations of what it means to exist in society that shape society in the South cancel out such atavistic possibilities.

The Muslim North, however, operates by a different code.

If you think otherwise, explain why and give examples of a history of intra-ethnic critique, in significant no and volume, from the Muslim North against anti-equality-of-Nigerians projects emerging from that region.

It took two years of anti-govt and anti-Christian armed campaign, with incidental social devastations, before the region turned agst Boko Haram and yet, some, like Buhari, openly and vocally retained their Boko Haram loyalties.

Imagine no less a person than senator Shehu Sani mocking Igboho on Twitter by suggesting Igboho should go and clear Sambisa of Boko Haram since Igboho presumes to be able to clear the forests of his part of the SW of Fulani brigands.

Can you imagine any UK member of paliarment doing such in a similar situation?

Nigeria is very different from your UK examples.

You can't heal the horrors of your country if you don't acknowledge it's enabling complicities, the group orientations that sustain them.

Islam is strong in the SW. 

How come no news comes out of there of beheadings of non-Muslims, of recurrent religious riots and attendant massacres of non-Muslims, of one Islamic terrorist group after another, of blasphemy prosecutions and for such inanities as haircuts or a song praising a Muslim cleric, these being features of Northern Nigerian Islam ?

Is this not a  big problem we all need to acknowledge?

The head of the vocal Miyetti Allah, a Fulani pressure group that is virtually part of the Buhari govt,  declares that your country belongs to his race.

 Other members of that race in your country maintain silence in the face of that idelogical expression of a nation wide campaign of terror, individual murders and land disposession enbabled by the policies, pronouncements and protection and refusal to apprehend the Fulani criminals by the right wing  Fulani led govt.

How do we reach out to our Fulani and Northern Muslim brethren to make it clear to them it's dangerous to be silent, sit on the fence or euphemisise when evil against those you share a country with is being so massively and brazenly carried out in your name?

Thank you for your detailed response and thank you for having an abiding faith in Nigeria. I do. I write and I teach about Pan-Africanism as the only antidote  to the marginalization of Africa in global affairs.  I defend the right of every human being regardless of race, religion or tribe. I was in a bus in Lagos during the OPC-Hausa clashes of the late 1990s and I think year 2000. There was a hot spot in  Orile Iganmu road. Our bus was passing and they were searching the buses. There was an Hausa guy in the bus and they said he should come down. I stood up for him. I asked why he should be forced out of the bus just because of his ethnic idenity. I knew if he came down, he will likely be killed. I resisted.   

But we are facing an existential threat. Why our politicians and intellectuals can't see this still baffles me.  Just two days ago, Fulani herdsmen strangled a man to death in my home town. They told him to go leave the farm because the land belongs to them. Myetti Allah people have also been making those ludicrous claims. Have you  noticed  the difference between how Buhari regime responds to IPOB and Endsars protesters and how he is mute and indifferent to the AK-47 carrying herdsmen? Did you notice the speed with which Garba Shehu requested for the arrest of Sunday Igboho but kept made no comments about the killings and pillaging of farms in Igangan and other parts of the Southwest or even the South in general. We all grumble and write against white supremacy. Don't you see that there is an ethnic supremacy being projected over non-Fulani Nigerians? I don't agree that the current system is different from the era of Afonja. There are many Afonjas among us. People who asked where are the cows when the daughter of Pa Reuben Fasoranti was brutally killed are the Afonjas of our time. Those who want to ride under the banner of being Yorubas to the Presidency in 2023 regardless of party affiliation are the current generation of Afonja. Please listen to  Professor Wole  Spyinka's interview with the BBC  of yesterday.. I am sure you know somebody of that stature cannot be said to be emotional or flippant.

Here’s some good news for us all, but maybe not for Boko Haram, the latest press release from Aso Rock congratulating Dr. Ngozi Okonjo-Iweala as the next WTO Chief. Most importantly, your President is looking forward to working very closely with Uncle Sam, in a joint fight against terrorism. In his own words:

We look forward to working very closely with the new U.S administration on this and all issues of common interests, especially in such areas as accelerated economic growth, fight against terrorism and deepening progress on development issues.”

Who knows, “fight against terrorism” will encompass territorial trespasses and other terrible misdeeds of which his Fulani brothers who are herdsmen stand accused. Perhaps, the farmers should put up signs written in the Fulani language and in Arabic: “Trespassing is forbidden!” or “Trespassing is Haram!” “Trespassers Will Be Prosecuted” “Cows Not Allowed On This Land !”

Of course, “Trespassers Will Be Shot On Sight” would be a declaration of war against the AK-47- toting Fulani herdsmen. (BTW, every evening my grandfather Louis used to fire a few rounds of ammunition into the air – he said to keep potential thieves at bay...)

In my humble opinion, we need to hear strong words of condemnation of each and every atrocity _ just as we expected from Trump about e.g. the murder of George Floyd – a clear message to whoever is committing whatever atrocity, that it is unacceptable and that they will be brought to justice - about the mere trespassing (not first degree murder) it has to be explained to the intruders that it is unjust that like a swarm of locusts Fulani cattle should invade other people’s farms and eat up their crops, with or without an animal sense of entitlement.

Baba Kadiri himself admits that all reports about Fulani herdsmen are not false and it shouldn't be too difficult in apportioning blame following this simple axiom./ rule of thumb: Where there are Fulani Cattle, there you will find Fulani Herdsmen. Baba Kadiri knows that over here in Sweden the main problem that sheep herders complain about is wolves, and that the wolves are not being wrongly accused.

Until the Fulani Herdsman problem is amicably/ peacefully resolved (the problem is not fiction) could you please chew on this and propose a logistic solution to this reality: It’s 20, 000 head of cattle consumed daily by Southern Nigeria. That must be a very profitable business and an incentive for even people without any prior experience wanting to get into the business of industrial livestock farming to feed their local population.

If the Fulani Herdsmen problem is a recent phenomena and not a thing of the past, the question is, what has changed since the good old days? The answer, is that Nigeria’s population has increased and is increasing dramatically - from 33 million mouths to feed in 1960 to over 200 million mouths in 2020. Today's Nigeria is a very attractive market, not least of all for some manufacturers to dump their industrial waste – at great profit.

So, let us pray…

Let me ask you again what you sidestepped, again, after I drew your attention to it:  what was To yin Adepoju's response to Jonathan's bribery of MEND to put away their guns while at the same time  sending his commanders to militarily crush Boko Haram?

What was Adepoju's reaction at the time only Obasanjo was the major figure who criticised his own party leader's double standard ?( so no one could accuse him of playing opposition politics)

Have you ever condemned Jonathan's action in a single sentence for the past ten years?

I have condemned those using Jonathan's error to launch a vendetta because of the perception that their man is now in power, because two 
wrongs do not make a right.  

The killings in the North that led to the first Civil War is a testimony to how some northerners are prone to vendettas which serve no ultimate good in the long run.  But since many southerners appear to judge the value of actions by the leaders performing them rather than the nature of the action,  there are wrong headed northerners who could be orchestrating retaliatory actions without saying exactly what they are about and that is why the country is in this mess.  Asking me whether the retaliatory actions is not an insult to the victims is like preaching to the choir: does Agbetuyi and the bandits operate on similar levels of logic?

When the whole North rallied round Gowon in the Biafra war, it was not because they perceived their Muslim Fulani man was in office.  That was not the reason.  They felt the North had been cheated by a sequence of events as they did with Jonathan's double standards.  That does not make their subsequent action rational or justifiable in terms of the lives of the innocent lives lost.  Gumi tried to make that point as he tried to analyse to the bandits the implications of their actions. ( Did you actually watch the whole interview with Gumi?)

The give away response that demonstrated these actions are being orchestrated by a section of the North was when he did not want to reveal where the bandits got the arms for their atrocities.

Again Gumi answered your questions clearly about your fixation on the Fulani that the nomadic herdsmen were not exclusively Fulani.

If you refuse to believe its not about the Fulani per se would you say all Boko Haram warriors are Fulani?

My own personal take is If Jonathan committed an error and lost power as a result, the vendetta warriors in the North are wrong to replay that error under Buhari because restitution for Jonathan's error has been served in Buhari's electoral victory.

Buhari ought to be firm( as the President of the whole country and not just the North) as Soyinka insists in his interview,  in the message he sends out  ( in a special broadcast as Soyinka suggests)  that he would not reward any act of violence by any group North or South, and not only that he should be seen to be carrying out that resolve.  In other words the personal communication style of Mr President matters a great deal in disarming the criminally belligerent.

I watched my learned senior's interview like I have always done for more than 40 years. As they say ' you dont grow left handed in old age'.  This is what he has done for more than sixty years. He has made his point eloquently and he is not wrong.

I do not doubt that there are such opportunist ignorant northerners.  I toe HE Obasanjo's line that Buhari will not be Nigeria's last president.  It means there is a lot more work for you and I and the political class post Buhari government.

I insist the state governments can commence that work by starting their own ranches without further detail and by maintaining that ranch beef is the staple in their states.

As the Yoruba say ' B'igi bá wo l'ugi, tòkè rę làáko gbé'  ( complicated issues are sorted out one step at a time.)

"Where are the cows" seems to be totally silent now that the identities of the ravagers is no longer capable of being claimed to be unknown.

The South is in serious trouble.

How effective are the belated actions of it's governors, their backs against the wall because the South has been invaded by those they thought were allies?

It's politicians are compromised in a politics that blends elite self interest with ethnic/regional positioning.

Their supposed partner in this game, the now visibly right wing section of the ethnic supremacist Fulani/Northern Muslim oligarchy is using that alliance to pursue, not simply the "you chop, I chop" philosophy, as Fela put it, of Nigerian politics, but a carefully woven ethnic supremacist vision.

What does the future holds for the South?

Are we not in an equivalent of the anti-South janjaweed Islamist civil  war of Sudan?

The ethnic supremacist Fulani have been fighting an unofficially declared internal colonisation war while others thought the only game was politics as usual.

The old SW/ Northern alliance of the civil war period, against such restive figures as the SE IPOB is what the APC represents, in my view, only Buhari's wing of that alliance has other plans

The realization of the true enemy has come very late.

IPOB is declared a terrorist movement, it's members killed, even when they were peacful, while others in the South cheered, but the existence of the massacering terrorist Fulani militia is not even acknowledged by the fed govt, even as it enables this internal colonisation force.

Can the IPOB efforts in the SE defeat this military/political/civil society(Miyetti Allah) terrorist alliance?

 It’s an elementary law and order issue, really.

Whilst the human victims are crying about Human Rights, you would think that but for the fact that the cows are all destined for halal slaughter, the Fulani Herdsmen would be protesting both Human and Animal Rights, their rights as human beings and as Nigerians to rampage through other people’s private property with their cows.

Obviously, the idea of private property and respect for private property law in Nigeria is alien to the herdsmen, has never entered their heads that’s partly why they continue to insist that as far as they are concerned, it’s open country – their country - all of it – and they can roam as they like, without hindrance. Fences? No problem. They probably don’t even know that “ignorance of the law is no excuse”

The solution is that Miyetti Allah educate them about private property rights and also teach them to read and understand signs such as “No entry. This is Private Property, No Grazing of your cows here. Trespassers will be Prosecuted!”

Maybe Miyetti Allah should be made to pay the heavy fines that should be imposed on them, even retroactively for the transgressions of the herdsmen? What says Adepoju?

As Baba Kadiri himself can verify/attest, over here in Sweden we have a law known as Allemansrätten which certainly does not grant any legal right for cows to trespass on other people’s private property or give them a free pass to graze on on other people’s lawns and vegetable gardens. Of course, Nigeria is not Sweden or India for that matter where holy cows enjoy special privileges and legal protection, even have the right of passage in heavy traffic….

You say IPOB was declared a terrorist movement and its members killed by the federal government.  But it is not the only declared terrorist movement whose members were killed.

Boko Haram members  who are the other declared terrorists are also being killed in larger numbers by the same federal government.

Well said my brother. Nomadic pastoralism is primitive and outdated and should not be practised in 21st century Nigeria. But fascists who hate Fulani people, who do not want to share the same country with them and will rather prefer the dis-integration of Nigeria into pieces will always limit nomadic pastoralism to the Fulani and associate all evils in Nigeria to them. Nomadic pastoralism was in practice in Nigeria before 1861 and nomadic pastoralism is still being practised in 2021.!!! That this is still so reminds me of Leo Huberman's 1932 book about Slave's labour in America. 'Negroes fresh from Africa,' he wrote, 'were slow to learn the white man's ways; their descendants in the United States were not educated. Because Negroes were given no opportunity to learn, their masters (white slaveowners) believed that they could not learn.' The Slaveowners, Leo Huberman referenced, believed with John Elliot Cairnes, the English economist, who wrote in 1861 : ". . . . the difficulty of teaching the slave (Blackman) anything is so great, that the only chance of turning his labour to profit is, when he has once learned a lesson, to keep him to that lesson for life. Where slaves (Negroes = Blacks), therefore are employed, there can be no variety of production. While Southern neo-fascists are agitating for the expulsion of Fulani, whether they are herdsmen or not from the South, the Northern FILTH-LANTHROPISTS sitting in their palatial mansions in Abuja and elewhere are claiming that herdsmen have the rights to dwell and ravage forests as well as destroy planted farms all over Nigeria, according to a section of the Constitution. The neo-fascists whose aim is total annihilation of the Fulani people of Nigeria, and the FILTHLANTHROPISTS whose only desire is to drench their fellow Northerners in filth have diverted the discussion of herders-farmers clashes into ethno-religious fracas.  Cattle breeding, or animal husbandry or livestock farming, must be modernised and regulated. The Constitutional right of Nigerians to live in any part of Nigeria and own properties is not absolute since that provision is subject to fulfilling other laws and sections of the Constitution. Miyetti Allah Cattle Breeders Association of Nigeria (MACBAN) must understand that the right of its members to engage in cattle breeding anywhere in Nigeria is subject to acquiring approval and space for animal husbandry from the government of the state concerned. The way nomadic pastoralism is practised in Nigeria today leads not only to conflicts with other citizens but also sanitary and environmental degradations. The government in each state of Nigeria is constitutionally obliged to provide security for inhabitants under its jurisdiction.

Those who are hanging on the section of the Constitution of Nigeria, that guarantees the freedom of Nigerians to live anywhere of their choice in Nigeria, to defend unregulated nomadic pastoralism seem not to remember how Sharia states in the North have been arresting and repatriating fellow Nigerian Northerners to their state of origins because they are beggars. Beggars may constitute environmental nuisance but it is not a crime to beg for alms. Yet, on 21 December 2015, the Director General of Kano State Hisbah Board, Abba Sufi, told News Agency of Nigeria (NAN), that 60,8222 beggars had been repatriated to their states of origin and other countries. As of that date in 2015, Abba Sufi said that 31,006 beggars consisting of 20,348 Adults (males and females) and 10,658 children were arrested. Of these, 12,310 were Kano State indigenes, 16,988 were from Kaduna, Katsina, Jigawa and Niger States while 270 were foreigners. KANO - Kano State Hisbah Board has destroyed 1,975,000 bottles of beer worth over N200 million confiscated within Kano metropolis.

Recently, Hisbah officials stormed hotels and confiscated 260 crates of alcoholic drinks in Bauchi State.
216 crates were confiscated in Misau local government area and 44 in Bauchi club and some beer parlours located in Dass park in Bauchi metropolis.
​If States under Sharia law can ban sales of alcohols, confiscate the products as well as prosecute breachers, then any state in Nigeria can ban open grazing for cattle and breachers of that law should have their cattle confiscated as well as face prosecution.
