If I understand  kris okotue , he was going to use  graduates  of the top universties if the world particularly  phD. This is lacking jn the Tinubu administration.

 For instance we  expect to see graduates and  phDs of MIT   , CIT  Uc Berkeley  UC texss ucla,  princeton columbia ,Oxford ,Cambridge imperial college ucl yale Harvard.  Etc
