All over the civilized world, it is the responsibility of the people to make their leaders stick to the rule of law(the offices the leaders occupy by the way, are created by the law). A recent example is Hong Kong. If the people cannot do this for any reason, they are to be blamed.

Citizens of Nigeria should strive to be like the citizens of other civilized countries who hold their leaders accountable through "peoples power", after all, Nigerian citizens display all elements of civilization, minus active political/fundamental human rights assertiveness!
