On the Matter of the Expiration of my Tenure as VC of Federal University Otuoke - Part One

My People:

I exhibit below three letters, and make some pertinent observations:

1.  Figure 1:  a letter from the Federal Ministry of Education on my appointment as Vice-Chancellor for a single term, effective February 16, 2016  (letter dated February 17).  My last official day is therefore Monday, February 15, 2016, which I have known from Day One, which I have never sought to change.  In fact, at this time, I have cleared out my desk in readiness for a new Vice-Chancellor.  

2.  Parenthetically, nine of us VCs were appointed on the same day and handed this letter on February 17 - Dutse, Dutsin-Ma, Kashere, Lafia, Lokoja, Ndufu-Alike, Oye, Otuoke and Wukari.  The pioneer vC of Oye was appointed a Minister of the Federal Government two years later and was replaced by a new one in February 2013, at the very same time that three other Vice-Chancellors were announced - Gashua, Gusau and Kebbi - all for five-year single terms as spelt out in letters to them.



3.  Figure 2:  a letter dated February 4, 2016 from the National Universities Commission (NUC) to eight Pro-Chancellors (of Dutse, Dutsin-Ma, Kashere, Lafia, Lokoja, Ndufu-Alike, Otuoke and Wukari,  appropriately omitting Oye) re-confirming the date of expiration of tenure of their Vice-Chancellors, and appropriately Instructing each of them about the proper handing-over to an Acting Vice-Chancellor by the current VC in order to avoid any vacuum in power within the universities.

4.  Figure 3: a letter that made the previous referenced letter necessary, that is a letter (dated 19 November, 2015) to the same eight Pro-Chancellors asking for the suspension of the due-process appointment of new Vice-Chancellors in their Universities, a process that began with newspaper advertisements..

5.  New substantive Vice-Chancellors have since been announced by the Federal Government (and Proprietor) for all the twelve universities, but their instruments of office are yet to be delivered to them.  I wish all of them well whenever their terms begin, and in particular the new VC appointed for Federal University Otuoke, whose interest will be my concern for the rest of my natural life.

Those above are the facts, and nothing but the facts, without embellishment at this time.

To close, it has been a unique joy and a rare privilege to serve the country these five years as pioneer VC of the new Federal University Otuoke in Bayelsa State.  I write with sincere gratitude to the former President Goodluck Ebele Jonathan for appointing me along with others - coincidentally for me to serve in his very home-town! :-)  Gratitude also goes to the present administration of President Muhammadu Buhari for the support of the university since it came on board in May 2015.  President Buhari deserves all support, and has the unique opportunity to do things right and to do the right things for our country.  One hopes and expects that as Visitor to all of our Federal Universities, those include respect and honor that Vice-Chancellors - as the apex head of educational institutions all over the world.- deserve.

The race has been run, and some rest is deserved! :-).

The passion with which you carry out assignments and the robust way you contribute to moving the education sector forward are eloquent testimonies of your interest in the development of Nigeria. Dear IBK, 

Specific to this conversation about expiration of office (or not) of some VCs and appointment of new ones to replace them; and since you are an expert in identifying "Aluko Haters", can you please point to one submission on this subject, on this list, that illustrates hatred of Aluko. I searched and could not find any. Rather, what is evident is some questioning the timing / appropriateness / process of the appointment of the new VCs by the federal government. While some of us noted that Prof Aluko and most (if not all) of the other VCs have just about finished their 5-yr term and should not sacked. hence, I called for clarification. Prof Aluko obliged. And I again called for moderation (i.e. that folks not be too quick to blame the government without knowing all the facts). I do not see how any of the contributors on any side of this "debate" can be judged as "Aluko Hater" by any stretch of imagination.

And since you also mentioned superb breed, those of of us who are egalitarian by nature (even if noble and royal) would like to know who on this list you consider of inferior (or not so superb) breed. Otherwise, why make the point?

Even if your language (above) is normal and acceptable in other lists, I find it offensive here. There is a reason some of us are not involved in other lists where contributors write like you just did or worse. I fear that those who cross-post from one list to the other are gradually but surely cross-contaminating our list (usaafricadialogue) negatively.

I do not believe that you would mind if I shared your thoughts below with others.

Along with Manny Aniebonam, you were one of about twenty-one other persons - my parents included - that I assembled for one week in June/July 2011 in Abuja (Rockview Hotel)   to craft the Academic Brief of Federal University Otuoke and sketch out its Master Plan.  A number of those individuals joined the University in 2012 and remained  THROUGHOUT until this day, including our two Inaugural Deans of Humanities and Social Sciences (a female, who is now our inaugural Dean of PG School) and Dean of Science (a male, who is now the inaugural DVC (Academics)).  

It is that good start that propelled us forward towards our modest, very modest success that led to accreditation for ALL of our twelve programs as conveyed to us by the NUC last month, and considerable physical infrastructure development, and a student size of over 2,000 (who now have a twelve-person Student Union Executive, that I inaugurated just last week) and (unfortunately albeit understandably) a staff size that is within spitting distance of the student population! :-)    (We now have a SSANU Senior Staff Union Chapter, also inaugurated last week).  I  leave behind a team with solid institutional memory, who will work with the new VC, who, luckily a number of our staff already know from earlier associations.  

Yesterday, we started our Sunday with Valedictory Service of Worship and tears, but in the evening we ended the day with Dinner and Dance - and mirth..  Yesterday capped a  whirlwind week.

So I thank you immensely for being part of it all.

When I come to Washington, I shall certainly call on you so that we can catch up with each other.

I wish to join Manny, yourself and all others
in extending my heartfelt congratulations
to Bolaji Aluko and other pioneer VCs of the
Nine new universities founded by the GEJ government for a job well done.

They have all helped in no small measure in providing opportunities of tertiary education for thousands of Nigerian high school graduates who otherwise might not have had this opportunity in Nigeria.

FU, Otueke was unique amongst the nine universities by its VCs open minded approach to sharing information with the Nigerian  public about the progress of the university and its students from the beginning  of hiring the first academic and support staff beyond the VC and the Registrar, through the vetting of the admission applications and so on. It was as if those of us who are active in Nigerian cyberspace had a window through which  we could observe the goings on at FU Otueke including its academic and athletic activities and the challenges both small and large
that are faced by administrators of nascent
Tertiary academic institutions  during a period of dwindling resources.

I wish to end this congratulatory message
by relating the first time I ever heard of the existence of the village/town called Otueke a few days before the formal announcements for the founding of nine new universities by President Jonathan in late 2010.
It was during a telephone conversation I had with Bolaji when I raised the issue about what could be done to improve the
electrical power supply in Nigeria.
Bolaji's cryptic response was that he has been informed that the power situation has been improving slowly all over Nigeria  including at Otueke, Bayelsa State. I did not have the time to ask him why he mentioned Otueke as the conversation ended a few minutes later.

The conversation was either on a Saturday or Sunday. The formal announcement came either the next day or 
early in the following week. Bolaji dropped a hint without necessarily violating the embargo not to make his appointment public until the formal announcement.
I thought that was classy after reading the formal announcement.

Kudos to Prof Bolaji Aluko for a job well done! Best wishes on your next venture regardless of whether it is in Nigeria or at Howard University, USA.
