Those people selling all sorts of eatables at street corners do not intend to challenge your authority as governor, they just do not have any choice, they live from hand to mouth, they cannot survive even a one-day "stay at home" without substantial palliatives.

They will find a way around your "twenty-four hours total lockdown" anyway and the security agents will cooperate because they understand. 

Hunger kills faster than COVID 19.
