Apologies if someone else has commented on this before I got to it. I’ve been in rural Ghana out of Internet access.
The problem of Fulani herder lawlessness is an old one that goes back to precolonial times. Sultan Muhammad Bello had a policy of settling Fulani in ribats, or fortified settlements, to Hausacize and civilize them, because he considered nomadism un-Islamic.
