This is a Request for Discussion (RFD) to remove the newsgroup
us.issues.statehood.upstate-ny from the us.* hierarchy for lack of
meaningful traffic over the last several months. This is not a Call
For Votes (CFV). Decisions for the creation and removal of
newsgroups in the us.* hierarchy are made by consensus in
us.config. Procedures for conducting the discussion are detailed
below at the end of this RFD.
Rationale: remove us.issues.statehood.upstate-ny
The upstate-ny group was newgrouped in April, 1999.
It never was a very high traffic group. Estimated total
traffic since the group went online is 366 articles, 7.2
articles per month, 0.23 articles per day. Nevertheless,
the group -did- have some spirited discussions.
After September 11, 2001, the proponent posted an article
stating that he didn't think it was right to continue pressing
for secession from New York State in the wake of the Twin
Towers disaster. Traffic went downhill rather quickly, and
attempts to revive the group failed. Only 22 articles were
posted to the group from April-June, 2003 -- roughly 0.24
posts per day. That is not sufficient to justify retaining the
group, and it is recommended that the group be removed
from the us.* hierarchy.
The proponent of the group has not objected to the group being
removed.
Procedures:
Newsgroup creation and removal in the us.* hierarchy is by
consensus in us.config. This proposal shall remain on the
table for ten days, to and including August 19, 2003. At that
point in time, the hierarchy administrator may extend the time
for discussion or take some other appropriate action authorized
by the us.* hierarchy newsgroup creation rules.

And once again New York City wins at the expense of upstate because of our
apathy. Now, because of 9/11, national sympathy and attention will always be
focused on NYC instead of the people who suffer to keep them alive and
economically afloat.
If the statehood for upstate movement dies it is because good people like us
did nothing.
