Procedures
This RFD shall be considered an open topic for seven (7)
days from the date of posting and the number of yea or nay
votes tallied and posted by the Proponent (others may verify
the accuracy of the posted results). For the purposes at
hand any poster with a verifiable e-mail address (one to
which e-mails may be sent and received from), may make a
vote that will be tallied. Voters who use "munging" of the
e-mail address for spamblocking will be allowed. Voters
who use the XNA or "X-No-Archive: Yes" for their votes will
have their vote tallied so long as a valid e-mail address is
used in posting their vote. Persons posting under more than
one e-mail address may only vote once. All voters must
also be shown to have participated in discussions held in a
group in the us.* hierarchy in the past six months. Proof
of participation for those who use "X-No-Archive: Yes" must
be in the form of either visibility of the poster/voter's
screen name in MSR Netscan or the voucher of at least three
people who do not use the "X-No-Archive: Yes" option and who
are otherwise eligible to vote in this referendum.
