I find that the alt.* creation process a bit anarchiac. We can do
better than that here in us.*.
I'd like to see us.* have a heirarchy coordinator responsible for
sending control messages and ensuring propigation, while helping
people create groups (i.e., a well written charter, proper group
naming, advoiding duplicate groups or joke groups, etc.). Overall,
a balance between Big8 formality and alt.* freedom.
Right now, us.* has VERY poor propigation. For example, UUNet
Technologies, a big backbone provider for ISPs, only carries
us.config and no other us.* groups, according to their news server
active files in their ftp site.
us.* is also very messy, organizational-wise. For example, both
us.config and us.groups serve the same purpose: for discussion
of the us.* heirarchy. That's redundant.
Anyone can send a control message, but the million-dollar question
is, will many news admins honor it? If we had a _coordinator_
and a _good procedure_ (and we publicize it), that probability
will increase.
Last December, I created la.media in the Los Angeles, California,
U.S.A. regional uncoordinated heirarchy, after positive discussion
in la.config. Months later, many sites still do not carry it, even
after repeated boosters posted to other la.* groups.

There is so much emphasis on the Big 8 that people hardly know there
is such a thing as a us.* hierarchy. Is there anybody here who would
be interested in changing the situation? Is anybody here "in charge"?

I did a little research and found out the us.* hierarchy was rmgrouped
in 1994 by its original founder, Jamie Gritton. But there are still a
few people posting here, and a legal group created in 1996 has over
300 articles. So there may be some hope here yet.
I also found that, in 1996, there was a mailing list on what to do
about getting a us.* hierarchy going. Do either of you know anything
about that? I am just an ordinary citizen of these United States, but
I think it's a shame there are hardly any us.* groups, and I think
something ought to be done about that.

A number of people put forth a plan to create a us.* hierarchy with
a set of newsgroup creation rules...There was a vote. It was massively
voted down (something like 400 yes, 1600 no). [Partly due to the
objections to the cabal type character of the proposal--partly due
to imcompleteness--no rules were specified as to how cabal members
were to be selected for example, partly due
to massive uninformed opposition (rec.guns was going to be deleted....)]
A mailing list was set up to create a new proposal. No consensus
emerged (should No votes be allowed for example) and there was
no strong leadership to push it to a conclusion.
John Stanley has a set of the archives of the mailing list I believe.

There have been several attempts to revive the creation process, there

Yes, they are all on my server too. I did not look into the South Carolina
groups, but I did look into the more general ones. The most active is
us.legal, which was newsgrouped by God not too long ago. (I have the
newgroup message on file). The us.legal group is mostly crossposts, but
I did find bona fide original posts from the United Kingdom, an AOL reader,
plus nysda.org and worldnet.att.net. So I think there are some real
possibilities here. I am going to take Mr. Grobe's advice and do some more
research. I would like to see a set of genuine us.* hierarchy newsgroups,
perhaps set up in a similar manner as the British newsgroups,
