Here are the comments from the Manager on other interviews he had with other candidates, so you have good expectations of what he's looking for.
1. I don't see any evidence that s/he has hands-on configuration experience with ServiceNow. If s/he does then shame on whomever is providing resume coaching. I need someone who can roll-up sleeves and do significant configuration of various SNow modules;
2. I’m potentially interested in this candidate but the resume is hugely weighted toward documentation. How much of this candidate’s time is spent hands-on doing ServiceNow configuration?
3. Has always been contracting ... I would prefere someone who has been with a company for a longer period of time and done implementation through maturity. A bit difficult to understand (accent) but some of this could be do to phone connection.
4. I need candidates who are willing to work local in San Diego and become fulltime employees after initial contract.

(CIS), Management Information Systems (MIS), or equivalent, required.
• Master's degree in CS, CIS, MIS, or related disciplines, or MBA, is
preferred.
