The purpose of this Request for Offer (RFO) to acquire one (1) staff member to provide planning, development and implementation of effective Information Security Program components for detecting, documenting, assessing, containing, and remediating threats against the FI$Cal System.
1. Minimum of six (6) years of combined experience working with any of the following information security publications and standards:
a. National Institute of Standards and Technology (NIST) and Federal Information Processing Standards (FIPS)
b. California State Administrative Manual (SAM)/California Statewide Information Management Manual (SIMM)
2. Minimum of six (6) years of experience with Information Security Policy development and/or maintenance.
3. Minimum of four (4) years of experience implementing and/or maintaining State and/or local government Information Security Program components (minimum one (1) year experience for each) such as:
a. Threat and Vulnerability Management
b. Security Roadmap Planning / Development
c. Information Security Awareness and Training
d. Security Control Compliance Assessment
e. Plan of Actions & Milestones Development
4. Minimum of three (3) years of experience performing HIPAA compliance and/or gap assessments.
5. Minimum of two (2) years of experience developing Security Incident Response Team processes
6. Hold current Information Security certifications in at least two (2) of the following:
a) Certified Information Systems Security Professional (CISSP)
b) Certified Information Security Manager (CISM)
c) Certified Cloud Security Professional (CCSP)
d) Any SANS Global Information Assurance Certification (GIAC)
Must submit copies of certifications to pass this MSQ
