JOB DESCRIPTION:

Serve as a trusted advisor to:

• Provide maintenance, enhancement and support for a variety of the agency’s business applications
• Assisting in the preparation and documentation of program requirementsand specifications
• Research and document requirements of programusers
• Writing, translating and coding software programs and applications perspecifications
• Assisting in the development and maintenance of user manuals andguidelines
• Working with network administrators, systems analysts and software engineers to assistin resolving problems with software products or company softwaresystems
• Providing mentoring and guidance to juniorprogrammers.

Mandatory Skill/Expertise

• 5+ years’ experience with Java application development, leveraging frameworks such as Struts/Tiles, Struts 2, Servlets/JSP, andJPA/Hibernate
• 5+ years’ experience in web development leveraging XML, HTML andCSS
• 5+ years’ experience with Oracle databases with the capability to write complex queries and develop complex PL/SQL database objects, including both DML andDDL
• 2+ years’ experience with Javascript frameworks, such as AngularJS andNodeJS
• Experience with responsive design frameworks, preferablyBootstrap
• Experience using code repositories, preferablyGit
• Experience using continuous integration tools, preferablyJenkins
• Knowledge of relational and object-oriented databasedesigns
• Knowledge of object-oriented designmethodologies
• Knowledge of Information Systems Development Methodology(ISDM)
• Experience with database query tools (i.e., TOAD, SQL Developer, SQLNavigator)
• Knowledge of database security, including role-basedsecurity
• Knowledge and experience with Unified Modeling Language(UML)
• Ability to be creative, to use sound judgment, and to display foresight to identify potential problems and design/specifications and assigned application softwaresystems
• Ability to establish and maintain effective working relationships withothers
• Ability to work independently
• Ability to determine work priorities and ensure proper completion of work assignments.
• Ability to work well under pressure and meet deadlines without sacrificingquality
• Ability to communicate effectively, both verbally and inwriting
• Strong/ExpertlevelSQLexperienceisrequiredtosupportacriticalfinancialapplicationinthe portfolio for only one of the two positions beingfilled
• Bachelor’s Degree in Computer Science, Information Systems or other Information Technology major or equivalent work experience.

Desirable Skill/Expertise

• Familiarity with Agile development, specifically Scrum, Extreme Programming (XP) and Kanban
• Experience with JQuery (Javascriptlibrary)
• Experience with Virtualization, preferablyDocker
• Experience with Apache DerbyRDBMS
• Experience withMapDB
• Experience maintaining WebLogicServer
• Experience developing web services, preferably RESTful webservices
• Experience with Jasper Reports
• Experience with environmental regulatory business processes and practices
• Knowledge and understanding of DEP’s technical environment.
