As part of the eArraignment packet, CJA (New York City Criminal Justice Agency) provides a Failure To Appear (FTA) risk score that is manually calculated by employing an algorithm that has proven to be outdated. FTA determines the likelihood of a defendant to appear for their next court date. Due to a lack of confidence, judges ignore the score at arraignment thus putting defendants in jail while awaiting trial which increases the daily jail population by an estimated 700 inmates. Implementing a new algorithm is central to the Mayor’s Plan for closing Rikers. MOCJ contracted with industry experts to modernize the FTA algorithm which expected to be completed by April2018. This project will deliver a new FTA Tool to automate the risk scoring process at CJA by implementing the new algorithm and modernizing the eArraignment workflow.

 

RESPONSIBILITIES:

·         Serve as day-to-day project manager on a FTA (Failure To Appear) Risk Score Tool project. This project will deliver a new FTA Tool to automate the risk scoring process at CJA by implementing the new algorithm and modernizing the eArraignment workflow.

·         Work with the project sponsors, business owners and internal and external stakeholders to effectively manage project scope and manage project communications including status, risks, issues, escalation, etc.

·         Overall project coordination including management of internal resources and external agency groups; coordination for all documentation for the project, as well as to create all PM deliverables defined within DoITT’s project methodology.

·         Coordinate with various groups within DoITT to ensure the successful completion of migrations to the test and production environments.

·         Lead the cross-team coordination of all pre-deployment, deployment, and post-deployment 

·         Adhere to DoITT SDLC methodology

·         Manage multiple work streams with inter-dependent milestone target dates (requirements gathering, architecture, design, programming, communications, security, and QA);Manage technical work activities for all team members, and coordinate with other DoITT teams and partner agency technical staff;

 

MANDATORY SKILLS:

·         Minimum of 8 years’ recent experience providing hands-on project management within an Information Technology department, ideally across both Application Development and Infrastructure projects, matrix managing both internal staff and external vendor contract teams.

·         Minimum 3 years’ experience leading projects through Agile/Iterative methodologies, operating in a Scrum Master role when necessary to decompose high level project requirements into actionable Sprints and deliverables for the project team.

·         Experience using JIRA or TFS for Agile project leadership strongly desired.

·         Extensive experience leading and solution delivery teams inclusive of scope, scheduling, budgeting, and project planning in a matrixed environment with aggressive delivery goals

·         Subject matter expert in the basics of project management (estimation, project planning, resource planning, issue management, risk management, change management, communication planning).

·         Bachelor’s degree required, preferably in a Computer Science or related field.

DESIRABLE SKILLS:

·         PMP, Agile or Scrum certification (i.e. PMI ACP, Scrum Alliance SCP) strongly desired.

·         Knowledge of NYC Government culture.

·         Experience working with City of New York agencies.

·         Experience working on projects that utilize Integration Technologies such as iWay, SnapLogic and/or MQ.

·         Experience working on project that utilize Azure Cloud Technologies.

·         Experience working on projects using XML technologies (XML, XSL, XSD).
