Critical Key requirements

·         Strong programming maintenance skills using Visual Basic 6, MS Access 2013 or higher in a Windows 10 environment

·         Able to translate business requirements into MS Access and .Net applications and provide the complete life cycle documentation for all aspects of the project

·         Able to convert MS Access Client server databases to web enabled .net applications with Oracle or SQL Server databases

  • Strong SQL programming skills using MS Access, Visual Basic 6 Oracle and SQL server databases
  • Knowledge of Cloud hosting and Oracle Cold Fusion a plus.

 

SUMMARY of the FUNCTION/Role

The MTA IT Enterprise Applications Timekeeping/Pension team is seeking 1 temporary “hands on” programming consultant to analyze, design, code, test and implement modifications & enhancements to a dozen in-house developed Visual Basic/MS Access based client server systems created 5-10 years ago.  These systems include Disbursements Petty Cash Reimbursements, Treasury Office System, OA Misc Reimbursement System, AMC Pension Refund System, Leave of Absence AVA System, Unclaimed checks & replacement checks.  In addition, this consultant will be responsible for upgrading & porting these existing applications to more state of the art environments like the web (via .net using oracle or SQL server) and possibly to the cloud.   The consultant will also be responsible for developing specifications and documentation in compliance with MTA standards and procedures, and assist in testing systems to deliver technology solutions to MTA business users.

 

RESPONSIBILITIES

·         Proficient in MS Access, .Net, ASP & Visual Basic development and able to troubleshoot issues with MS Access applications.  Strong hands on coding skills in MS Access, VBA, VB6 and Oracle Cold Fusion

·         Very strong technical skills in creating tables, reports, forms & database management tools in MS Access, and demonstrating clean functionality between each, including the importation of data from MS Excel

  • Strong skills and experience in evaluating planned processes and new Access or .NET requirements, defining process flows and data requirements for design, implementation and User Acceptance Testing
  • SQL Server design & development (expertise in writing queries and table creation)
  • Proficient in MS Excel, Word, and PowerPoint
  • Proficient in Debugging MS Access and .NET code modules and procedures

·         Ability to technically support & troubleshoot MS Access database 2013 on windows 2008 server running with windows 7/10 and MS Office 2012 

·         Ability to migrate existing MS Access/VB 6 applications to the .NET platform in SQL Server or Oracle environment.

·         Ability to Identify & prepare detailed project task plans that include target deliverables.  

  • Proficient in requirements gathering and requirements & technical documentation

·         Able to technically support and make enhancements to an oracle cold fusion application

  • Excellent verbal, written & organizational skills
  • Possess basic Understanding of Data Modeling
  • Knowledge of Cloud hosting and Oracle Cold Fusion a plus
  • Basic knowledge of classic ASP programming
  • Familiarity with Oracle and/or SQL server environments
  • Perform tasks as assigned by the Lead of Timekeeping/Pension Applications area.

 

DELIVERABLES & Due dates

·         Complete Windows 10 testing of Disbursements Petty Cash Reimbursements, Treasury Office System, OA Misc Reimbursement System, AMC Pension Refund System, Leave of Absence AVA System, Unclaimed checks & replacement checks (October 2017)

·         Troubleshoot and resolve ongoing data corruption issues in the OSAC Leave of Absence system as reported from the RCC and Stations Command Center (October 2017 through December 2018).

·         Provide technical support of the Winter Pick processing for the OSAC Leave of Absence system used for cleaners and station agents (December 2017 – January 2018)

·         Provide technical support for the generation of 1099 forms from the MaBSTOA Pension Systems (January 2018)

·         Modify OA Pension 1099 Data Entry Screen to prevent an error message box from popping up when Employee ID is entered (November 2017)

·         Adjust OA Pension System's Previous Payment Report to view the report on screen when the box next to it is clicked (instead of it going to the printer) . Currently the report goes directly to the printer without an option to view it first (December 2017)

·         Modify the OA Pension System 1099 Data Entry Screen to include an additional option in the Transaction Type drop down box for pension plan 10/57 (December 2017)

·         Please modify the OA Pension voucher process 1099 Data Entry Screen to remove all Input Masks from the Pre Tax Amount, Post Tax Amount, Int Amount, Death Gamble, Death Benefit, PR Dth Benefit, Total Benefit, Excess Wages, Pension Loan, Third Party Amt, Fed Tax, Misc Amount and Net Amount fields (January 2018)

·         Modify the OA pension voucher process 1099 Data Entry Screen to automatically capitalize field "IRS Dist". Capitalization should include values G, G4 and 4G (January 2018)

·         Implement application timeout feature into the Workers Compensation check printing application (February 2018)

·         Provide technical support of the Spring Pick processing for the OSAC Leave of Absence system used for cleaners and station agents (June 2018 – July 2018)

·         Provide daily production support of the Disbursements Petty Cash Reimbursements, Treasury Office System, OA Misc Reimbursement System, AMC Pension Refund System, Leave of Absence AVA System, Unclaimed checks & replacement checks (October 2017)

·         Implement .Net application that front ends Kronos for the monitoring and tracking of union release time for all agencies (January 2018 through October 2018).

·         3+ years’ experience with Microsoft Access, software development using VBA and relational databases

·         3+ years’ experience with SQL language programming

·         3+ years’ experience and demonstrated expertise in importing and exporting Excel and Word files from MS Access
