Job Description:         The PM position is responsible for but are not limited to: authoring all project management artifacts following the practices and guidelines from the PMI’s PMBOK, developing the detailed project budget, master schedules with activities, planning and developing all required project documentation

·         Overseeing implementation plans for Program Project Delivery (PPD)

·         Initiating and planning delivery of projects using accepted project management methodologies; perform complex project management work

·         Develop project plans to include establishment of business vision, identification and analysis of business processes, analysis of highly complex internal and external customer needs

·         Develop Statement of Work (SOW) and contract documents to assist with the RFP

·         Developing project budgets, schedules, work plans, resource requirements, and cost estimates and projections, Risk Management plan, Communication plan

·         Support the Security team in development of a Program Governance plan

·         Assess and manage project quality to ensure project deliverables are acceptable and fulfill the terms of the project specifications

·         Identifying potential project risks and developing risk response strategies to mitigate or avoid threats

·         Developing and conducting the formal presentations to leadership

·         Captures and documents metrics for the business processes and procedures

·         Coordinating project activities with project stakeholders, team members and leadership

·         Compiling and distributing project information and status reports

·         Ascertains business area readiness for change to new business processes and identifies appropriate implementation measures.

·         Establishes performance targets and measures results through comparative analysis.

·         This position will be responsible for working with senior-level business executives, IT, and business program resources to plan and execute the project and manage stakeholder expectations.

·         The selected candidate must be a results-oriented individual with a very strong work ethic and must be able to demonstrate excellent Project Management, negotiation, communication and problem-solving skills.

Project Manager will ensure that project deliverables documents align with the Texas Project Delivery Framework and any State reporting requirements.

Project Management duties may include oversight of other PM’s ensuring that the above Project Management best practices and internal TxDOT processes are followed.

Project Manager will serve as a primary liaison between business units and technical professionals for the Information Management Division’s (IMD) strategy, delivery and operations sections. Coordinates information services that add business value and minimizes business disruption. Reports to the Section Director or Branch Manager, and may take direction from a Program Manager. Work requires contact with governmental officials and private entities. Employees at this level may establish their own work plan and priorities to meet set objectives.

Responsibilities

·         Manages integrated project schedules to ensure on-time delivery.

·         Analyzes trends and/or writes explanations on resource expenditures, economic impacts or monthly and ad hoc reports.

·         Assesses project issues and develops resolutions to meet productivity, quality, and client satisfaction goals and objectives.

·         Balances competing challenges of scope, schedule, resources, quality, cost, and risk while meeting customer objectives.

·         Communicates accurate and timely project status and documentation with project oversight authorities and project stakeholders within project tool requirements; prepares status reports.

·         Makes presentations to management and project teams.

·         Leads regular meetings with governance councils, executive sponsors and other stakeholders to inform, alert, negotiate and maintain a continuing good relationship and shared vision for the program outcome.

·         Accountable for project transitions into IMD operations.

·         Accountable for implementing the vision, development of the overall approach for the project, its major milestones, deliverables and managing the assigned budget to address and meet the desired goals and outcomes.

·         Establishes and ensures appropriate governance functions for the projects in accordance with enterprise policies, practices and on behalf of the executive sponsor and other stakeholders.

·         Directs the creation and maintenance of the required project documentation.

·         Accountable for resource planning across project teams within IMD.

·         Oversees highly complex projects involving major enterprise business processes, new technologies or working with multiple organizations and requiring extensive coordinating, planning and scheduling during all phases.

·         Develops business cases to design and implement new systems with knowledge provided on how to choose and configure hardware and software

·         Prepares analysis of costs and benefits so that management can decide if technology systems and computing infrastructure upgrades are financially worthwhile

·         Serves as a project leader.

·         Performs other job responsibilities as assigned.
