The FEC took down & forwarded its open government page. How could agencies make /open better?

I noticed the Federal Election Commission has taken down its open government page, so I wrote about it — and how all federal agencies can better inform and engage the public using various (civic) technologies.

Short version: agencies should use agency.com/open to inform & engage the public, not forward the URL or delete it.
