For those who have not followed this Memorandum, here is some additional info from another colleague
OMB published a new memo yesterday, January 15. It is called M-25-07 on “Broadening Public Participation and Community Engagement with the Federal Government" and is addressed to the heads of executive departments and agencies.

This document is the final version of the draft memo OMB released for public comment on October 29, 2024. Comments were due on November 29, 2024.
Sadly, this new memo is something that the incoming administration could quickly undo.
