About the Role :
We are hiring an experienced Senior IT Consultant to advise public sector and municipal clients on
their technology strategy, operations, and transformation initiatives. In this role, you will act as a
trusted advisor to senior leadership, providing end-to-end consulting across IT infrastructure,
applications, cybersecurity, governance, and service delivery. You will drive assessments, define long-
term IT roadmaps, and deliver recommendations that improve performance, security, scalability, and
cost-efficiency.
This is a high-visibility, client-facing role that blends strategic advisory with hands-on delivery. You
will work directly with executives, department heads, and cross-functional teams, and you will be
responsible for producing high-quality deliverables that help clients modernize their technology
landscape and align it with industry best practices.


Key Responsibilities
IT Strategy & Advisory
• Provide general IT consultation to client leadership on technology needs, risks, opportunities, and
priorities.
• Develop and support long-term IT strategies and roadmaps aligned with business and operational
objectives.
• Identify and document IT best practices; advise on IT governance, project management,
procurement, and vendor coordination.
• Facilitate stakeholder communication around IT issues, trade-offs, and investment decisions.
Infrastructure & Application Systems
• Evaluate client IT infrastructure and application systems; recommend optimizations for
performance, security, scalability, and cost-efficiency.

• Assess existing and proposed operational structures, including utilization of contractor/managed
services, to drive IT operational optimization.
• Advise on electronic licensing systems; telecommunications and audio/visual systems; websites
and website management; document management; GIS, mapping, and location services; mobile
communications; and facility access controls.
• Recommend improvements that align client systems with current industry standards and emerging
technologies.
Cybersecurity, Policies & Data Management
• Perform cybersecurity evaluations and provide recommendations to strengthen the client's
security posture.
• Review and recommend updates to IT policies, procedures, and processes, including change
management, security, and data management.
• Support response and mitigation strategies for evolving cyber threats and compliance obligations.
Project & Engagement Delivery
• Lead and deliver consulting engagements from scoping through final deliverables, including
approach, project schedule with milestones, deliverables, and team plans.
• Manage subject matter experts and sub-teams across workstreams; ensure quality, schedule
adherence, and client satisfaction.
• Produce assessment reports, roadmaps, policy documents, RFP/RFQ support, and presentation-
ready materials for executive audiences.
Recruitment & Organizational Advisory
• Support clients with IT management recruitment consulting, including position profiles, candidate
screening, and interview support.
• Advise on IT organizational design, staffing models, and operating models.

Required Qualifications
• Experience: 8+ years of progressive IT experience, including at least 4 years in a consulting or
advisory capacity. Demonstrated history of delivering IT consulting services to government,
municipal, or other public-sector clients is strongly preferred.
• Education: Bachelor's degree in Computer Science, Information Systems, Information Technology,
Engineering, Public Administration, or a related field. Master's degree is a plus.
• Consulting Skills: Proven experience running end-to-end engagements, including scoping, planning,
delivery, and executive-level communication.
• Governance & Compliance: Strong understanding of IT governance, risk, and compliance
frameworks applicable to public-sector and regulated environments.
• Communication: Excellent written and verbal communication skills; ability to translate technical
concepts for non-technical and executive audiences.


Required Skills & Competencies

Technical
• IT infrastructure assessment across networks, servers, cloud, and end-user computing.
• Enterprise application evaluation, modernization, and optimization.
• Cybersecurity frameworks such as NIST CSF, CIS Controls, ISO 27001, and public-sector security
practices.
• Electronic licensing, document management, GIS/mapping, and mobile communications platforms.
• Telecommunications, audio/visual systems, and physical/facility access controls.
• Website strategy, governance, and content management.
• Data governance, privacy, and change management practices.
Consulting & Delivery
• IT strategic planning and roadmap development.
• IT project management, vendor/procurement coordination, and contract oversight.
• Business-case development, cost-benefit analysis, and rate/fee schedule preparation.
• Stakeholder engagement with executives, department heads, and non-technical staff.
Soft Skills
• Clear written and verbal communication, including executive-ready deliverables and presentations.
• Strong facilitation, negotiation, and vendor management abilities.
• High integrity, discretion, and sound judgment when handling sensitive information.
Preferred Qualifications
• Prior engagements with government, municipal, or other public-sector organizations.
• Familiarity with public-sector codes, regulations, procedures, and procurement processes.
• Relevant industry certifications such as PMP, CISSP, CISM, CISA, CGEIT, ITIL, or equivalent.
• Experience advising on cybersecurity posture, incident response, and cyber risk management.
• Hands-on experience with IT modernization programs (cloud adoption, ERP, digital services).
