Examples of open-source code in government

Hi,

I understand this isn't an api question per se, but I thought perhaps this community might have some helpful information. Aligning with risk management, governments often prefer to use off the shelf software and/or contractor solutions instead of using open-source code. With that said, does anyone know of any research that looks at case studies comparing governments that used off the shelf vs open-source solutions?
