rewrite not work

Hi.

I need your help.

I added  piece of code in  rewrite.xml

<rule>

   <condition name="host" operator="equal">^wiki.contoso.com</condition>

   <from>^/(.*)</from>

   <to type="redirect" last="true">https://wiki.google.com/$1</to>

</rule>  

  
   <rule>

     <condition name="host" operator="notequal">^wiki.contoso.com</condition>

     <from>^/(.*)</from>

     <to type="redirect" last="true">%{scheme}://wiki.google.com/$1</to>

   </rule>

but redirect  not work.  Could you help me, please.
