Bruno and Dale,
I ran urltree1.py from IDLE, the command line, and from
PythonWin. Is the script supposed to produce a file called
urltree1.paj? If so, I think things are working now. Otherwise, I just
noticed a file that was already there. If urltree1.py did run, is
there another test I could run to give a secong verification that
urlnet is working?

yes it should create that file.
as a test, rename the file to backup_ultree1.paj and re-run the program to see if it pops up again.
