Normal user logs in just fine. Admin user timesout on login

So, i'm having a bit of an issue on my UIrchin6 install.

Normal users (user level 1) log in just fine.

Anything above that (SysOp, Admin) takes forever to login (up to 20 minutes) and it usually just timesout with a 2004 error. On the errorlog the info I have is this:

[error] [client 127.0.0.1] Premature end of script headers: session.cgi, referer: http://127.0.0.1/session.cgi?sid=4146310671-0000000019&action=logout&hl=en-US

I've read around (documentation is very lacking) that it might be a permission issue. The server is on windows server 2003.
