access: backward-incompatible change to undocumented feature

We are about to make a backward-incompatible change to a small and undocumented feature of Access files.

When change 8105 is submitted, Access files that mention the special user name “a...@upspin.io” will no longer attribute those rights to "all users", and Access files that refer to “a...@upspin.io” will no longer be accepted.

Existing Access files that mention “a...@upspin.io” should mention “All” instead, which represents all users.

We will submit the change at 9am Pacific time on Thursday March 2nd.
