New code in trunk: Report Paging, less timeouts

Just uploaded to SVN/trunk new code for uprgae-console and the
reporting API ('reporting.py'). I finally got report paging through a
patch to 'reporting.py'. This will reduce the probability of timeouts
while downloading huge 'accounts' reports.
