Instead of proper sound, Dolphin produces buzzing, or "electrical" noises on top of the game sound. This is distinct from the "crackling" sound which was fixed by the godly r6041 commit.

r6064 x64 on Win7x64, although I've had this problem all the way from Dolphin 2.0 -> Latest SVN revisions.
Sounds occasionally get bugged and start making smaller buzz and noises first, and then escalating to untolerably loud noises, which cover the original game sound / music almost totally. "electrical" noise pretty much describes it, like you said. This happens more likely when you play with multiple friends (3-4 players), I don't think it has happened to me when I have plaid alone. Don't know if it has something to do with the extra load more players bring to the game? I have tried to disable the audio throttle, and limit the speed by fps, but it won't help.
Brawl's game engine produces a loud buzzing sound when it crashes. It also makes this sound if the game is suspended, such as when pausing/dumping RAM with WiiRD. See this video. Is this what you're hearing?
Is this the same issue that happens with Donkey Kong Country returns in the intro video and the video for the final boss? The noise is a really loud, high frequency buzzing noise that drowns out the audio in the videos, if there is even any audio under the loud buzzing. This issue happens with both the HLE and LLE plugins, all backends are affected so I can only think that it's an issue with the mixer or some other code the LLE plugin shares with the HLE plugin.
I get this also, we call it "sudden death mode" if the match starts to go too long (Although sometimes it can happen quite early into it) the buzzing appears can evetually make the game unplayable, causeing us all to try and make the match end.
as of a few versions ago (I update frequently so I'm not sure exactly which build)
it seems to be happening again, even while using XAudio2 backend. I noticed the texture errors (when your character goes out of the screen and the marker appears) have re-appeared also. which build would be the most compatable for playing brawl then if anyone is willing to suggest?
getting this on a friend's desktop PC. brawl, 3 players, starting with annoying buzzing then elevating to really loud buzzing. does not happen on most of the PCs I play on. also does not seem to happen with 2 players, and buzzing is much worse on the "Spear Pillar" stage.
I'm still getting this too. It happens when i played with 2 friends or 3 cpu. It also happens when the giant ball of the super scope gun touchs his enemy or in the metanight stage.

I'm still getting it with the latest revision, skid. Only with 3+ players in SSBB, or 2 players in NSMB.
I can actually reproduce that super scope gun stuff that Tareck mentioned. I can make a log, if it would help.
I'm struggling to reproduce it now, but I'll do some more intensive testing and get back to you if anything comes up.

Well, I've been struggling to reproduce it recent revisions now, so I'm going to go back to an older one to see if something's changed on my end or if the issue has been fixed.
Can someone else try it with recent revisions and see if they can get it?
BTW Skid, thank you for trying to help, I know I'm not of much assistance, but this has always been a really strange bug for me and it's tough to reproduce consistently.
When I start my emulator whether in Eclipse or from command prompt, the emulator causes a buzzing sound, and will not exit, I MUST restart my computer. When I add the -noaudio command line option, there is no buzzing, and the emulator will exit perfectly. Any suggestions
Game will crash if sustained below or above 30 frames per second for too long, therefore it is important that you lock the framerate to 30 fps and have a CPU which is powerful enough to sustain that framerate.
After connecting the USB for your wireless or wired Buzz controllers, you need to make sure it uses WinUSB drivers, or else your game will crash instantly. For this you can use a software called Zadig. Step by step guide below:
3: Open Zadig, select 'Options', then select 'List all devices'. Then in the scroll window, you will now see a lot of devices, find which device is the USB to your Buzz controllers (most likely it is a device called 'Wbuzz'). once you've find the correct device, select it, then you need to click either of the up/down arrows next to the right window until it shows 'WinUSB' and click 'Replace driver'. Then it may give you a warning but just hit 'Yes' or 'Ok' on it to proceed with the install. Wait while it installs and applies the driver. Once finished you should be able to launch any of the Buzz games and play them with your Buzz controllers. NOTE: If you place the Buzz USB into another USB-port on your PC, you will have to re-do this process.
CONNECTING WIRELESS BUZZ CONTROLLERS:To connect your wireless buzz controllers, press and hold the power button on your wireless buzz controllers until the blue light on the controller is on (Must be continuously lit, not blink). Do this to all 4 of your Wireless Buzz controllers, once all 4 of your wireless Buzz controllers blue light is lit up, press and hold the button on the Wireless Buzz USB receiver until the huge red buttons on your Wireless Buzz controllers start blinking and you are done.

i guess that there is something related with the microphone on or such things.
unfortunatly, about sound not working or noisy, i can't found a computer having a such bug, so, it's complicated to analyse for the moment.
So I'm starting to play Golden Sun Dark Dawn and the sound is great up until I'm assuming the first actual noise from an object in game happens (ie anything that isnt background music) I touch the book and it slides to the side, but it starts making a horrible, ridiculously loud buzzing noise that persists constantly, I tried messing with all the sound options I could fiddle with (being a complete noob, I'm not sure how effective I was) but I was wondering, any solutions? Any advice on this horrific buzzing? D:
I used Buzz Tracker extensively some years back, but was rather annoyed by how unstable the program was.
The other day I came across the emulator Buze, and played with the idea of wiring it up to Renoise.
Anyone have experience with this combo?

Hello, Oswlek, I have but about six years in audio projects, I am no expert; however, I too have suffered difficulties with hissing. First, while using Protools, and then while using Cubase Artist 11. Protools: Investigations left me without resolutions, and then I locacted the problem. The charger wire to my Apollo Twin MKII. The section that inserts into the interface had been damaged, somehow. I replaced the charger, and then the hissing disappeared.

Two weeks ago: I recorded new vocals and began mixing. One week later, the hissing returned, twice. I retraced my previous steps without success. Then accidentally, I found the issue. The microphone input was activated. I decreased the level to zero. The hissing stopped.
There are no tape emulators going on in the hissing projects. I used tape emulation on an early version of a recent project without it triggering the hiss. That song subsequently began hissing, but it was long after removing the emulators.
When you see the noise on the analyzer then turn on/off the plugins to identify the culprit. Move the analyzer at the top of the chain. Still visible? Do you use analog modelled plugins? try to turn off the modelled noise at these plugins. If you apply lots of gain at the master before e.g. the limiter, these modelled noises get really notable.
