POSITION: Portfolio Planning Data Analyst
The New York City Department of Education’s Division of Portfolio
Planning evaluates system needs along the full pre-K-12 spectrum and
coordinates the Department of Education’s (DOE) investment in a range
of new high-quality educational options as well as critical
interventions for persistently under-performing schools. It is our
mission to develop and implement structural changes to the portfolio
of NYC schools in order to address systemic inequities and improve
access to high performing schools.
Structural changes include, but are not limited to:
-Transformation, turnaround or phase-out of schools that have a long-
standing history of poor performance
-Development and siting of new schools, both district and charter
-Co-location of high-potential schools
-Zoning changes (district-wide or at individual schools)
-Grade reconfigurations
-Improving access of programs to serve special populations, including
Gifted & Talented, programs for English Language Learners (ELL),
special education, and Universal Pre-K
-Changes in enrollment/admissions policies
Position Summary: The Portfolio Data Analyst supports his or her
assigned borough planning team (e.g. Brooklyn, Manhattan) with any
analytic needs, driving all aspects of data collection, management,
and reporting. The Analyst also sits on various cross-functional teams
comprised of stakeholders both within and outside of the DOE.
Data Analysis
-Create and run queries from Access database
-Develop and manage a repository of data analysis tools, including but
not limited to models, templates, and dashboards
-Develop and present rezoning proposals
-Support the district strategic planning process, which culminates in
the creation of Educational Impact Statements (EIS) and Building
Utilization Plans (BUP)
-Liaise with Office of Student Enrollment (OSE) on shared inter-office
workstreams
-Perform ad hoc data analysis requests
Policy and Strategic Planning
-Support the Division in developing or refining policies and
procedures that will yield process improvements (e.g. High School
admissions, kindergarten waitlist process)
Communication
-Serve as content team expert in responding to inquiries from
principals, network teams, or other DOE staff.
-Respond to Freedom of Information Law (FOIL), media requests and
other external information requests.

Qualification Requirements:
Minimum
1. A baccalaureate degree from an approved college or university and
at least two (2) years of satisfactory, full-time experience in
educational planning, educational statistics, data management or
methods analysis, operations research, organizational research or
program evaluation, educational, personnel or public administration.
2. A master’s degree from an accredited college in a field related to
the position and one (1) years of full-time experience in educational
planning, educational statistics, data management or methods analysis,
operations research, organizational research or program evaluation,
educational, personnel or public administration.
3. A satisfactory equivalent.
Preferred
-Critical thinking and creative problem-solving skills with the
ability to perform independently.
-High proficiency in Microsoft Excel and Access
-Experience with Microsoft SQL and knowledge of SQL tools and
management techniques.
-Experience with ArcGIS
-Proficiency in other Microsoft Office software applications
(Powerpoint)
-Excellent organizational and interpersonal skills in dealing with
administrative and school-based personnel.
-Ability to work under pressure and effectively prioritize in a
demanding environment.
-Demonstrated interest and/or experience in education and public
policy.
