Job Description:
The Policy Analyst will be an integral part of the Department’s policy
group and will work on both federal and local issues critical to the
agency. Duties will include working with New York’s Metropolitan
Planning Organization, conducting legislative analyses, assisting with
the tracking and analyzing of funding for the federal program, and
writing policy briefs for various audiences. Legislative initiatives
to be followed will include the Federal Transportation Bill, climate-
related legislation, city and state initiatives to support the work of
the New York City Department of Transportation, and other federal
legislation as it may support the implementation of the mayors plan
for sustainable development in New York, PlaNYC; perform related
duties.
Qualification Requirements:
1. A master's degree from an accredited college in economics, finance,
accounting, business or public administration, human resources
management, management science, operations research, organizational
behavior, industrial psychology, statistics, personnel administration,
labor relations, psychology, sociology, human resources development,
political science, urban studies or a closely related field, and one
year of satisfactory full-time professional experience in one or a
combination of the following: working with the budget of a large
public or private concern in budget administration, accounting,
economic or financial administration, or fiscal or economic research;
in management or methods analysis, operations research, organizational
research or program evaluation; in personnel or public administration,
recruitment, position classification, personnel relations, employee
benefits, staff development, employment program planning/
administration, labor market research, economic planning, social
services program planning/evaluation, or fiscal management, or in a
related area; or
2. A baccalaureate degree from an accredited college and three years
of satisfactory full-time professional experience in the areas
described in "1" above.

Essential Skills: Ability to manage a complex workload, prioritizing
projects in a flexible, fast-paced environment is strongly desired;
preference given to candidates possessing quantitative policy and
funding analysis skills; ability to summarize complex legislative
issues for decision-makers, writing policy documents and the ability
to maintain good communication with a range of actors in the agency
sought. The candidate should be experienced and facile with Microsoft
Office software, especially Excel and Access, as well as ArcMap.
Salary Range: $59,536 (new hire) / $68,466 - $88,649
