Dear Heads of Network, dear colleagues,
We are pleased to inform you that we are in the process of launching the second Call for Proposals before the end of February. We are working with short deadlines in order to launch the call as early as possible, to make sure that there is sufficient time for implementation and reporting before the end of 2014. As discussed at the HoN meeting in Cyprus, the envelope will be reduced compared to the last call, but the thematic focus and the main elements of the call will remain the same.
Taking into consideration the experience of the last call, as well as feedback and comments from the HoN meeting in Cyprus and other stakeholders, some revisions have been made of the Guidelines and the Application form. The aim has been to make the forms still more explicit and to guide the applicants to present their project in a clearer and more coherent way.
Main Elements
- The second call will be launched on the 15th February 2013 (provisional date), with a deadline for submission on the 15th April 2013, giving 8 weeks for applications.
- The deadline for membership is the 15th January 2013 in order to be eligible to submit a proposal (as it was announced in an email from Gianluca on 31st December, following recommendations from Krakow meeting).
- The duration of project implementation will be between 6 consecutive months (minimum) and 12 consecutive months (maximum) within a period from the 15th July 2013 and 15th July 2014. The starting date will have to be agreed between the ALF Secretariat and the applicant before engaging funds, the Secretariat’s intention being to avoid that all the projects will start and end at the same time. However, in all cases the project implementation must be completed by maximum the 15th July 2014. In other words, the implementation of a project of 6 months may not start later than 15th January 2014.
- The formula 1 + 1 will remain the same.
- The total envelope is anticipated at 800.000 €, subject to availability of funds.
- The grant allocated will be between 20.000 € (minimum) and 30.000 € (maximum). So, between 27 and 40 projects could be selected if the final envelope is 800.000 €. Priority will be given to applicants who did not already receive multiple grants from the ALF
- The ALF grant will not exceed a maximum of 80% of the final eligible budget.
- A financial contribution from the applicant is obligatory.
- Preparation costs are not eligible.
- Contribution in-kind is eligible up to a limit of 5% of the direct eligible costs.
- Projects should involve persons with official residence in one of the 42 Euro-Mediterranean Partnership Countries. Libya and Syria are not members of the Union for the Mediterranean at the moment of the launch of this Call, therefore Libyan and Syrian project leaders/partners are unfortunately not eligible. However, the involvement of Libyan and Syrian participants in the activities of a project is possible.
- Applications must be submitted online in French or English.
- Audit certificate will remain a final reporting requirement for the ALF Secretariat.
Revised Guidelines and Application form
The major changes are listed below:
The online application form will alert the applicant if ineligible data is entered, giving the applicant the chance to change the information and ensure that they submit eligible applications. The alert will concern the following eligibility criteria: ALF membership, 1+1 formula, duration within the eligible dates, location within the 42 member states, grant amount between 20.000-30.000 €, grant amount below 80 % of total budget, obligatory financial contribution from the leader. Unless these criteria have been fulfilled, the application will not be possible to submit. The application has been reorganised to show a clear link between activities, outputs, objectives and indicators. Explanations and examples have been added to the questions in the online application, in order to guide the applicant on what type of information to enter.
The evaluation grid has been revised slightly to give more weight to the quality aspects of the applications.
The legal documents required from the selected applicants have been listed more clearly in the Guidelines. They have also been somewhat simplified, as we will request the registration certificate instead of the full statutes of partner organisations, and accept supporting documents in Arabic without translations.
Rejected applications will receive by September 2013 a brief explanation of the main reasons for rejection.
